2023-06-08 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />THURSDAY 10:30 A.M. JUNE 8, 2023 <br /> <br />Board members present: Chairman Cory Wright, Vice Chairman Brett <br />Wachsmith and Commissioner Laura Osiadacz. <br /> <br />Others: Mandy Buchholz, Office Administrator; Greg Zempel, <br />Prosecutor; Clay Myers, Sheriff; Chris Horner, DPA III; Brian <br />Carlson, Budget & Finance Director; Elisha Harvill, Chief <br />Administrator; Amy McGuffin, Chamber CEO. <br /> <br />SPECIAL MEETING CHAMBER - CDBG COMMISSIONERS <br /> <br />At 10:30 a.m. Chairman Wright opened a Special Meeting to discuss <br />with Amy McGuffin, Chamber CEO, a request from the Chamber for CDBG <br />General purpose funding – micro enterprise accelerator. <br /> <br />Brian Carlson, Budget & Finance Director explained that after the <br />Public Hearing last week the Chamber received a phone call from <br />Commerce explaining they had been encouraged to apply for the <br />funding. Amy McGuffin, Chamber CEO reviewed her plan for the funding <br />if awarded and Mr. Carlson stated that the County would be the <br />grantee and the Chamber would be the subrecipient. <br /> <br />The Board stated that they supported the Chamber pursuing the CDBG <br />General Purpose Funding Grant – for the Micro Enterprise Accelerator <br />funding. <br /> <br />Amy and Brian left the meeting. <br /> <br />SPECIAL MEETING EXECUTIVE SESSION COMMISSIONERS <br /> <br />At 10:34 a.m. Chairman Wright announced the Board would recess into <br />an Executive Session under RCW 42.30.110 (i) To discuss with legal <br />counsel representing the agency matters relating to agency <br />enforcement actions, or to discuss with legal counsel representing <br />the agency litigation or potential litigation to which the agency, <br />the governing body, or a member acting in an official capacity is, <br />or is likely to become, a party, when public knowledge regarding the <br />discussion is likely to result in an adverse legal or financial <br />consequence to the agency, for 10 minutes. Action was anticipated. <br /> <br />RESOLUTION 2023-095 LEGAL DEFENSE COMMISSIONERS <br /> <br />At 10:44 a.m. the Board reconvened out of Executive Session. <br />Commissioner Wachsmith moved to approve Resolution No. 2023-095,
