COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON

SPECIAL MEETING
TUESDAY 9:00 A.M. MAY 30, 2023
Board members present: Chairman Cory Wright; Vice-Chairman Brett
Wachsmith; Commissioner, Laura Osiadacz.
Others: Mandy Buchholz, Office Administrator; Julie Kjorsvik, Clerk
of the Board; Debbie Stanavich, Administrative Assistant; Bryan
Elliott, Auditor.
SPECIAL MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:00 a.m. Chairman Wright opened the Office Administration
meeting.
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendar.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved and signed County
Employee Personnel Action forms and vouchers.
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS
The Board of County Commissioners reviewed the weekly Correspondence
Log, a listing of all incoming mail and correspondence for the week
ending May 26, 2023.
DISCUSSION D.O.C. OPT IN OR OUT HOMELESSNESS FUNDS COMMISSIONERS
Bryan Elliott, County Auditor reviewed a recent funding opportunity
that Department of Commerce has opened up. He stated that the County
can opt in or out but if the County opts in then it can only be used
towards existing programs via contract for Homelessness & Affordable
Housing. He said if the County opts out then it goes directly to the
lead agency (HopeSource). Commissioner Osiadacz stated there was not
time to get this to the HAHC Committee since an answer is needed by
5/31/23 so she asked that it be brought to the Board and stated that
she would recommend the County to opt out and allow it to go to the
Counties Lead Agency. The Board supported Commissioner Osiadacz’s
recommendation and stated they would be in favor of opt-ing out.
DISCUSSION TRIAL REMOTE FRIDAY’S IN BOCC COMMISSIONERS

Commissioner Wachsmith reviewed a conversation previously held
during the HR Study Session on May 23, 2023 that he and Commissioner
Osiadacz were wanting to discuss with Chairman Wright to do a trial
in the BoCC Office of having the office be remote on Fridays. He
explained that we are down Staff on Fridays and with the new
employee coming from Grant County, each day Fridays looked to have
the least amount of impact as there are not typically BoCC Meetings,
the Board is mostly out that day, and we have the least amount of
foot traffic that day.
Commissioner Osiadacz and Chairman Wright stated they were not in
favor of the office being closed but Staff could come up with a plan
so each employee had a work from home day.
DISCUSSION BLAKE CONTRACT CONTACT COMMISSIONERS
Commissioner Wachsmith nominated himself to be the County’s contact
for the Blake Contract as well as allowing him signatory authority.
Commissioner Osiadacz seconded. Motion carried 3-0.
LETTER ROSLYN ARPA FUNDS IRRIGATION AT CEMETERY COMMISSIONERS
Commissioner Wachsmith moved to ratify Chair signature and approve
District Two and District Three on a letter of support to the City
of Roslyn Re: ARPA Funds for irrigation at the Roslyn Cemetery.
Commissioner Osiadacz seconded. Motion carried 3-0.
APPOINTMENT HOPE ISITT - DDAC COMMISSIONERS
Commissioner Wachsmith moved to appoint Hope Isitt to the Kittitas
County Developmental Disabilities Advisory Committee for a 3-year
term effective immediately and to end on 12/31/2025. Commissioner
Osiadacz seconded. Motion carried 3-0.
DISCUSSION COUNTY FACEBOOK COMMISSIONERS
The Board determined that for the week of May 29, 2023, they would
publish on their Facebook the following: Congratulating Josh Boast
(EHS) on winning State WIAA 300 Meter Hurdles for the Boys;
Broadband Award; Reminder to clean up your garbage when you haul it
in for camping, haul it out.
UPDATE BOCC/ DEPARTMENT HEAD REPORTS COMMISSIONERS
Each Commissioner was assigned three different Department Heads to
meet with on a weekly basis for the year. The assignments for 2023
were determined at the Board of County Commissioners Office Admin
meeting earlier on and they will continue to provide updates at
future meetings.

Each Commissioner reviewed discussions held with their respective
departments and exchanged details of those meetings.
UPDATES BOCC/WHITE BOARDS COMMISSIONERS
The Board reviewed their updates/edits to each of their white
boards.
OTHER BUSINESS/GENERAL UPDATES
There were general updates on meetings & conversations that the
Board participated in, individually over the past week.
