AGENDA DATE: May 16, 2023
ACTION REQUESTED: Request to Set a Public Hearing to Consider Amending KCC Chapter 14.04 and
Title 20 to Adopt the 2021 International Building Codes with Washington State
Amendments and Referenced Standards
BACKGROUND: On January 4, 2023, the Washington State Building Code Council completed adoption of
the following codes:
• 2021 International Building Code with statewide amendments
• 2017 ICC/ANSI A117.1-17, Accessible and Usable Buildings and Facilities, with
statewide amendments
• 2021 International Residential Code with statewide amendments
• 2021 International Mechanical Code with statewide amendments
• 2021 International Fuel Gas Code with statewide amendments (part of the IMC
adoption)
• 2020 Liquefied Petroleum Gas Code (NFPA 58)
• 2021 National Fuel Gas Code (NFPA 54)
• 2021 International Fire Code with statewide amendments
• 2021 Uniform Plumbing Code with statewide amendments
• 2021 Washington State Energy Code- Residential
• 2021 Washington State Energy Code- Commercial
• 2021 International Existing Building Code with state amendments found in the IBC
• 2021 International Swimming Pool and Spa code
• 2021 International Wildland Urban Interface Code with statewide amendments
These codes, with Washington State amendments and referenced standards, will be
effective on July 1, 2023.
CDS is requesting to set a public hearing to consider amending the current Kittitas County
Code (KCC) Chapter 14.04 and Title 20 to adopt the 2021 International Building Codes
with Washington State Amendments and referenced standards.

RECOMMENDATION: CDS recommends that the Board of County Commissioners set the public hearing for
June 6, 2023 at 2:00 pm in the Commissioner's Auditorium.
