COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON

REGULAR MEETING
MONDAY 9:00 A.M. MAY 08, 2023
Board members present: Chairman Cory Wright; Vice-Chairman Brett
Wachsmith; Commissioner, Laura Osiadacz.
Others: Mandy Buchholz, Office Administrator; Julie Kjorsvik, Clerk
of the Board; Debbie Stanavich, Admin Assistant; Brian Carlson,
Budget & Finance Director; Dora Van Epps, Fiscal Analyst; Marie
Marchand, Mental Health Programs Coordinator; Chelsey Loeffers,
Public Health Administrator; Chris Horner, Deputy Prosecutor III;
Dan Carlson, CDS Director and one member of the public.
REGULAR MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:00 a.m. Chairman Wright opened the Office Administration
meeting.
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendar.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved and signed County
Employee Personnel Action forms and vouchers.
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS
The Board of County Commissioners reviewed the weekly Correspondence
Log, a listing of all incoming mail and correspondence for the week
ending May 5, 2023.
RESOLUTION 2023-078 CRISIS CASE MGMT PROGRAM COMMISSIONERS
Commissioner Wachsmith moved to approve Resolution 2023-078, a
Resolution to Fund the Crisis Case Management Program through 1/10th
of 1% Mental Health & Chemical Dependency Tax. Commissioner Osiadacz
seconded. Motion carried 3-0.
RESOLUTION 2023-079 BEHAVIORAL HEALTH COURT COMMISSIONERS
Commissioner Wachsmith moved to approve Resolution 2023-079, a
Resolution to Fund the Kittitas County Behavioral Health Court
through 1/10th of 1% Mental Health & Chemical Dependency Tax.
Commissioner Osiadacz seconded. Motion carried 3-0.

DISCUSSION CDBG GRANT – ODD FELLOWS HOUSING COMMISSIONERS
Dave Sturgell, IOOF Representative stated that the IOOF would like
to propose using 10 acres of unused land at the Cemetery for
Affordable Housing. He stated that Commerce requires you to be
sponsored by a municipality and the City doesn’t have the staff to
accommodate it right now. Brian Carlson, Budget & Finance Director &
Dora Van Epps, Fiscal Analyst reviewed and clarified the applicant’s
role and responsibilities. Brian stated that the County is the
grantee and IOOF is the Subrecipient, however the County will be
responsible for answering all of the Federal reporting etc., There
was discussion on due dates and setting a Public Hearing for May 31,
2023 at 10:30 a.m.
APPROVE MANASTASH RIDGE RACE COMMISSIONERS
Commissioner Wachsmith moved to approve a Special Event Application
to hold the Manastash Ridge Navigation Race on June 11, 2023,
conditioned upon the requirements set forth by the Kittitas County
Sheriff’s Office, Fire Marshal, Public Health, Public Works
Department and Treasurer’s office; and to grant a waiver to Kittitas
County Code Chapter 5.20.100 (Penal Bond – Bond of Indemnity).
Commissioner Osiadacz seconded. Motion carried 3-0.
AGREEMENT HAPPY FEET/COMMERCE - SUBORDINATION AG COMMISSIONERS
Commissioner Wachsmith moved to approve and authorize Chair
signature on the Dept. of Commerce Subordination Agreement for Happy
Feet as presented. Commissioner Osiadacz seconded. Motion carried 3-
0.
DISCUSSION COUNTY FACEBOOK COMMISSIONERS
The Board determined that for the week of May 8, 2023, they would
publish on their Facebook the following: a Video from WDFW to show
how to properly dispose and safely store food etc., when your in the
mountains to keep bears from encroaching on camp areas; and the
Public Notice from CDS regarding their monthly Upper County Builder
Outreach meetings.
UPDATE BOCC/ DEPARTMENT HEAD REPORTS COMMISSIONERS
Each Commissioner was assigned three different Department Heads to
meet with on a weekly basis for the year. The assignments for 2023
were determined at the Board of County Commissioners Office Admin
meeting earlier on and they will continue to provide updates at
future meetings.
Each Commissioner reviewed discussions held with their respective

departments and exchanged details of those meetings.
UPDATES BOCC/WHITE BOARDS COMMISSIONERS
The Board reviewed their updates/edits to each of their white
boards.
OTHER BUSINESS/GENERAL UPDATES
There were general updates on meetings & conversations that the
Board participated in, individually over the past week.
