Joint Resolution of the <br />Kittitas County Board of County Commissioners <br />and the <br />Cle Elum City Council - Joint Planning <br />Resolution No.2023- cLCIb <br />Whereas, Kittitas County has adopted and implemented a Comprehensive Plan in accordance with <br />the provisions of the Washington State GroMh Management Act; and <br />Whereas, the City of Cle Elum has adopted and implemented a Comprehensive Plan in accordance <br />with the provisions of the washington State Growth Management Act; and <br />Whereas, the Kittitas County Countywide Planning Policies encourage cities and the County to <br />execute interlocal agreements to coordinate and manage growth in Urban Growth Areas; and <br />Whereas, Kittitas County and the City of Cle Elum have legal authority to execute an interlocal <br />agreement pursuant to Revised Code of Washington at Chapters 36.70A,36.1 l5 and39.34 and the <br />City and County agree that the contents of this Agreement shall apply to issues and topics defined <br />in Section 1 below; and <br />Whereas, Kittitas County has executed an Interlocal Planning Agreement with the City of <br />Ellensburg; and <br />Whereas, Kittitas County and the City of Cle Elum now desire to execute a similar interlocal <br />planning agreement; and <br />Whereas, such an agreement will enable the City and County to more effectively manage growth <br />and new development and to preserve the character and quality in the Upper County; and <br />Whereas, such an agreement will provide a strong foundation for the periodic review and update <br />of the City's and the County's Comprehensive Plan and Development Regulations in accordance <br />with the provisions of the washington state Growth Management Act; and <br />Whereas, property owners, residents, and local businesses all benefit from coordinated planning <br />and such an agreement is in the public interest. <br />Now therefore be it resolved by the Board of Kittitas County Commissioners and the Cle <br />EIum City Council: <br />It is the intent of the parties to execute an interlocal agreement to guide the updating and <br />ongoing implementation of their respective Comprehensive Plans and Development <br />Regulations. Such an agreement may include, but is not limited to: <br />a. The establishment of a more formal process for the coordination of current planning <br />and permitting activities in the Upper County. <br />I <br />T
