AGENDA STAFF REPORT
AGENDA DATE: May 2, 2023
ACTION REQUESTED: Request to Approve the Resolution Authorizing the Chair's signature on
the Local Agency Federal Aid Project Prospectus for the Manastash
Road Creek Bank Stabilization, CRP 273-16.
BACKGROUND: On August 2, 2016, Kittitas County Public Works requested to add a
County Road Project, CRP 273-16, for the realignment, and bank
stabilization of Manastash Road in the vicinity of milepost 11.0.
In February of 2018, Kittitas County Public Works submitted a proposal
to the Washington Federal Lands Access Program (FLAP) for Manastash
Road Washout Repair— Safety and Sno-Park.
On June 8, 2018, Kittitas County was informed that our submittal under
the FLAP application had been approved for programming for up to
$1,332,968.00, and that the selected proposal would be programmed to
receive construction funding in fiscal years 2021, 2022, or 2023.
The project scope has decreased slightly from the original to ensure we
stay within existing County Right of Way. The turnaround originally
scoped has been removed, and our total programmed Federal share has
been adjusted to $863,127.00, due to the revised project scope.
This Project Prospectus identifies the Federal Funding and Local funding
for the construction phase which is estimated at $877,700.00.
Public Works is preparing to advertise for the construction of this project
early in June 2023. Construction phase reimbursement requires the
Local Agency Federal Aid Project Prospectus to be signed and approved
by the Chair of the Board of County Commissioners and Washington
State Department of Transportation Local Programs prior to advertising.
INTERACTION: Public Works.
RECOMMENDATION: Approve the Resolution Authorizing the Chair's signature on the Local
Agency Federal Aid Project Prospectus for the Manastash Road Creek
Bank Stabilization, CRP 273-16.
HANDLING: Return one (1) original to Public Works
