ACTION REQUESTED: Request to Approve a Resolution to Authorize the Chair's signature
on County Road Administration Rural Arterial Program Project
Agreement Amendment No. 1, supporting Hungry Junction Road
Improvements
BACKGROUND: Improvements to Hungry Junction Road appear on the adopted six-
year transportation plan. On April 30, 2021 County Road
Administration (CRAB) noticed Public Works of $372,860 in Rural
Arterial Trust Account (RATA) funding award through the Rural
Arterial Program (RAP).
CRAB approved an increase in authorized RATA funding for the
project and notified Public Works on April 21, 2023. The additional
authorized amount is $1,900,000. Bringing the total RATA project
funding to $2,272,860.
The grant supports improvement to Hungry Junction Road including
pavement replacement, reconstruction of vertical curves and safety
improvements from mile point 0.00 to mile point 1.74. The project is
currently in design with construction anticipated after the net round of
RAP authorizations in 2025.
INTERACTION: Public Works
RECOMMENDATION: Approve the Resolution to Authorize the Chair's signature on CRAB
RAP Project Agreement for Construction Proposal Amendment No 1,

AUTHORIZING THE CHAIR'S SIGNATURE ON COUNTY ROAD ADMINISTRATION
BOARD RURAL ARTERIAL PROJECT AGREEMENT AMENDMENT NO. 1
SUPPORTING IMPROVEMENTS TO HUNGRY JUNCTION ROAD, CRP 304-20
WHEREAS: Improvements to Hungry Junction Road appear on the County's adopted six-year
transportation plan; and
WHEREAS: Public Works solicited and has received Rural Arterial Trust Account (RATA)
funding award from the County Road Administration Board (CRAB) through the
Rural Arterial Program (RAP) supporting Hungry Junction Road Improvements;
and
WHEREAS: Full requested funding amount is expected to occur over multiple RAP award
cycles; and
WHEREAS: Initial project agreement with CRAB was approved June 1, 2021; and
WHEREAS: Public Works was notified by CRAB on April 21, 2023, of an additional
$1,900,000 authorization, bringing the total RAP award to $2,272,860; and
WHEREAS: The County is required to amend the project agreement with CRAB accepting
additional project funds;
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the best
interest of the public, does hereby authorize the Chair's signature on County
Road Administration Board Rural Arterial Project Agreement for Construction
Proposal Amendment No. 1 supporting Hungry Junction Improvements from
mile point 0.00 — mile point 1.74, CRP 304-20.

This is Amendment No. 1 to the above described Project Agreement, between the County of Kittitas, hereinafter the "County" and
the State of Washington County Road Administration Board, hereinafter the "CRABoard."
WHEREAS, the COUNTY and CRABoard desire to amend the original Project Agreement to allow an increase in authorized RATA
funding under the conditions described in WAC 136-161-070.
NOW, THEREFORE, pursuant to chapter 36.79 RCW and in consideration of the terms, conditions, covenants, and performance
contained herein, or attached and incorporated_ and_ made` a part hereof, -
IT IS MUTUALLY AGREED AS FOLLOWS:
1. The following new language is added as section 15 to the Project Agreement:
Authorized RATA funding is increased to $2,272,860 per CRABoard approval dated April 13, 2023.
2.- All other term_ s and conditions of the original Project Agreement shall remain in full force and effect except as modified by
this Amendment No. 1.
IN WITNESS WHEREOF, the PARTIES hereto have executed this AMENDMENT No. 1 as of the PARTY's date last signed below.
