2023-04-26 MINUTES 1 COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON CONFERENCE ROOM SPECIAL MEETING WEDNESDAY 9:00 A.M. APRIL 26, 2023 Board members present: Chairman Cory Wright, Vice Chairman Brett Wachsmith, and Commissioner Laura Osiadacz. Others: Julie Kjorsvik, Clerk of the Board; Amy Cziske, Treasurer; Ben Kokjer, Chief Deputy; Katrina Mankus, Juvenile Court Administrator; Jeanne Killgore, Human Resource Director; Chelsey Loeffers, Public Health Director; and Mike Hougardy, Assessor. SPECIAL MEETING MT EXECUTIVE COMMITTEE COMMISSIONERS At 9:00 a.m. Chairman Wright opened a Special Meeting to meet with members of the Management Team Executive Committee. Amy Cziske, Treasurer, explained how the Management Team would like to have a seat at the table when it comes to Collective Bargaining. The Board said they are always welcome to take part in the discussions and that Jeanne would reach out to all of them to obtain additional information. The Sheriff’s Office and Public Works Department will be asked if they could provide information at the June Management Team meeting on their roles and experiences with negotiations. Amy said the exempt employee’s advocacy group has been meeting and discussing their priorities, which includes longevity pay. After discussion the Board said they were not interested in longevity pay for exempt employees, but would rather look at different performance based examples including merit, and other ways of incentivizing good work. The group has also been looking into PTO, which Jeanne said she could discuss in an upcoming Study Session. Chairman Wright said he would like to have the exempt employee group provide a written proposal of all their requests together. Commissioner Wachsmith said he would like written reports on each item so the Board is better prepared for their meeting with the Executive Committee, as it will be easier to follow what is being asked of them. Jeanne said there is a draft policy regarding timekeeping for exempt employees which has been reviewed by the Prosecutors Office as well as the policy committee. The next step is to have the policy reviewed by the Management Team for their feedback. She said it’s written in a way to allow for flexibility, but also public accountability.
