COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON

SPECIAL MEETING
FRIDAY 2:30 P.M. APRIL 21, 2023
Board members present: Chairman Cory Wright; Vice-Chairman Brett
Wachsmith and Commissioner Laura Osiadacz.
Others: Julie Kjorsvik, Clerk of the Board; Amy Cziske, Treasurer;
Bryan Elliott, Auditor; Elishia Harvill, Chief Administrator; Greg
Zempel, Prosecutor; Chris Horner, Deputy Prosecutor; Clay Myers,
Undersheriff; Barb Demory, Lower District Court Administrator; Brian
Carlson, Budget & Finance Director; Patti Stacey, Solid Waste
Director/Maintenance Director/Project Manager; Mike Hougardy,
Assessor; Diana MacKenzie, Upper District Court Administrator.
SPECIAL MEETING COUNTY POLICIES & PROCEDURES COMMISSIONERS
Greg Zempel, Prosecutor, provided some history on the moratorium
that was in place for salaries and the questions that were raised by
Elected Officials. They would like to discuss how to move forward
and improve the process, for example, does the Board have to approve
PAF’s in the future.
Commissioner Osiadacz asked Greg for clarification on the legality
between the hiring freeze back in 2008, versus the moratorium that
was in place. Greg explained how back in 2008, the Management Team
came together to discuss and address the issues, and in the end they
all came together on how to approach it.
Bryan Elliott said their office has been looking at models for
monthly budget reporting. He said the OpenGov portal has never been
managed and he will be removing it from the County website and will
be going to a more useful model.
Clay acknowledged it wasn’t this current Board who created the
problems, but rather it’s something that’s evolved over time.
Greg encouraged everyone to have healthy, open-minded conversations
in order to get to a better place for everyone.
Bryan Elliott and Brian Carlson were asked to draft policy language,
involving Human Resources Department; have it run through legal; and
then present it to the Board for their consideration.

DISCUSSION PROSECUTOR FURNITURE PROSECUTOR
There was an update on the Prosecutor’s Office relocation and
purchase of new furniture. Elishia has been conducting inventory on
all furniture and has met with the Sheriff’s Office and the Office
of Public Defense to see what they want to keep. Harris Office
Supply is going to be taking measurements in the building where the
Prosecutor’s office is going to be housed.
