04/21/2023 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />AUDITORIUM <br />SPECIAL MEETING <br /> <br />FRIDAY 2:30 P.M. APRIL 21, 2023 <br /> <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith and Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Amy Cziske, Treasurer; <br />Bryan Elliott, Auditor; Elishia Harvill, Chief Administrator; Greg <br />Zempel, Prosecutor; Chris Horner, Deputy Prosecutor; Clay Myers, <br />Undersheriff; Barb Demory, Lower District Court Administrator; Brian <br />Carlson, Budget & Finance Director; Patti Stacey, Solid Waste <br />Director/Maintenance Director/Project Manager; Mike Hougardy, <br />Assessor; Diana MacKenzie, Upper District Court Administrator. <br /> <br />SPECIAL MEETING COUNTY POLICIES & PROCEDURES COMMISSIONERS <br /> <br />Greg Zempel, Prosecutor, provided some history on the moratorium <br />that was in place for salaries and the questions that were raised by <br />Elected Officials. They would like to discuss how to move forward <br />and improve the process, for example, does the Board have to approve <br />PAF’s in the future. <br /> <br />Commissioner Osiadacz asked Greg for clarification on the legality <br />between the hiring freeze back in 2008, versus the moratorium that <br />was in place. Greg explained how back in 2008, the Management Team <br />came together to discuss and address the issues, and in the end they <br />all came together on how to approach it. <br /> <br />Bryan Elliott said their office has been looking at models for <br />monthly budget reporting. He said the OpenGov portal has never been <br />managed and he will be removing it from the County website and will <br />be going to a more useful model. <br /> <br />Clay acknowledged it wasn’t this current Board who created the <br />problems, but rather it’s something that’s evolved over time. <br /> <br />Greg encouraged everyone to have healthy, open-minded conversations <br />in order to get to a better place for everyone. <br /> <br />Bryan Elliott and Brian Carlson were asked to draft policy language, <br />involving Human Resources Department; have it run through legal; and <br />then present it to the Board for their consideration. <br /> <br /> <br /> <br />
