COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON

REGULAR MEETING
MONDAY 9:00 A.M. APRIL 17, 2023
Board members present: Chairman Cory Wright; Vice-Chairman Brett
Wachsmith; Commissioner, Laura Osiadacz.
Others: Mandy Buchholz, Office Administrator; Julie Kjorsvik, Clerk
of the Board; Debbie Stanavich, Admin Assistant; Bryan Elliott,
County Auditor.
REGULAR MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:00 a.m. Chairman Wright opened the Office Administration
meeting.
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendar.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved and signed County
Employee Personnel Action forms and vouchers.
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS
The Board of County Commissioners reviewed the weekly Correspondence
Log, a listing of all incoming mail and correspondence for the week
ending April 14, 2023.
CONSIDER WSAC/NATIONAL CENTER FOR PUBLIC LANDS COMMISSIONERS
Commissioner Wachsmith moved to approve authorizing payment for
WSAC’s Special Assessment for Supporting the National Center for
Public Lands Counties, as presented by County Auditor Elliott.
Commissioner Osiadacz seconded. Motion carried 3-0.
DISCUSSION AGENDA STAFF REPORT STYLES COMMISSIONERS
The Board discussed the varying types of Staff Reports that are used
throughout the County and the desire to streamline. They discussed
the purpose of them as well as how they benefit the public. The
Board determined that in the letter Chairman Wright would be sending
out, he would provide samples of the BoCC Staff Report for all
regular Agenda items to be used by all who put items before the
Board. They also determined that they would provide a sample of a

Public Works Staff Report for all Departments to create and attach
to their study session items when they meet with the Board.
DISCUSSION WSDOT – MEETING OFFER COMMISSIONERS
The Board determined a meeting would not be needed.
APPOINTMENT J.THOMPSON PLAC COMMISSIONERS
Commissioner Wachsmith moved to approve and appoint Jay Thompson to
the Kittitas County Public Lands Advisory Committee for a three-year
term effective immediately and expires 12/31/2025. Commissioner
Osiadacz seconded. Motion carried 3-0.
DISCUSS BUDGET RETREAT FOOD COMMISSIONERS
The Board directed Staff to reach out to Cascade Mountain Grilling
to cater the County Budget Retreat for lunch again. They said it
went well and everyone really liked it.
DISCUSS LETTER TNC CLE ELUM RIDGE COMMISSIONERS
Pulled.
DISCUSSION COUNTY FACEBOOK COMMISSIONERS
The Board determined that for the week of April 17, 2023 they would
publish on their Facebook the following: Commissioner Osiadacz’
Appointment to the Wildland Fire Committee by Hilary Franz,
Washington State Commissioner of Public Lands (carry over from last
week); as well as the Roslyn Joint Meeting and they would share some
coloring contest photos from the hallway display.
UPDATE BOCC/ DEPARTMENT HEAD REPORTS COMMISSIONERS
Each Commissioner was assigned three different Department Heads to
meet with on a weekly basis for the year. The assignments for 2023
were determined at the Board of County Commissioners Office Admin
meeting earlier on and they will continue to provide updates at
future meetings.
Each Commissioner reviewed discussions held with their respective
departments and exchanged details of those meetings.
UPDATES BOCC/WHITE BOARDS COMMISSIONERS
The Board reviewed their updates/edits to each of their white
boards.
OTHER BUSINESS/GENERAL UPDATES

There were general updates on meetings & conversations that the
Board participated in, individually over the past week.
