04/18/2023 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />AUDITORIUM <br />SPECIAL MEETING <br /> <br />TUESDAY 2:00 P.M. APRIL 18, 2023 <br /> <br />Board members present: Vice-Chairman Brett Wachsmith and <br />Commissioner Laura Osiadacz. Excused: Chairman Cory Wright. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Dan Carlson, CDS <br />Director; Kady Porterfield, Event Center Director; Amy Cziske, <br />Treasurer; David Ohl, Airport Director; and 1 member of the public. <br /> <br />PUBLIC HEARING T-HANGAR RENTAL AGREEMENT AIRPORT <br /> <br />At 2:00 p.m. VICE-CHAIRMAN WACHSMITH opened a Public Hearing to <br />consider a new T-Hangar Rental Agreement. <br /> <br />DAVID OHL, AIRPORT DIRECTOR, reviewed a Staff Report relating to a <br />new T-Hangar Rental Agreement. He said the proposed agreement for T- <br />Hangar’s would be month-to-month rather than 12-months. He said the <br />current tenants have been great and are trusted, so they will not be <br />requiring deposits from them as it’s a continuation of their time at <br />the airport. The language is for new tenants to protect the airport. <br />He noted there will be annual inspections conducted and the tenants <br />will be provided a minimum of 48 hours notice beforehand. <br /> <br />THOSE PRESENT & TESTIFYING: TERRY LARUE spoke in favor of the rental <br />agreements and thanked the Board of County Commissioners and the <br />Airport Director. THERE BEING NO OTHERS REQUESTING TO TESTIFY, THE <br />PUBLIC PORTION OF THE HEARING WAS CLOSED. <br /> <br />RESOLUTION 2023-064 T-HANGAR RENTAL AGREEMENT AIRPORT <br /> <br />COMMISSIONER OSIADACZ moved to approve Resolution No. 2023-064, <br />Authorizing Month-to-Month T-Hangar Leases and Terminating Annual <br />Leases for T-Hangars. VICE-CHAIRMAN WACHSMITH seconded. Motion <br />carried 2-0. <br /> <br />PUBLIC HEARING FAIR PROMOTION DAY EVENT CENTER <br /> <br />At 2:08 p.m. VICE-CHAIRMAN WACHSMITH opened a Public Hearing to <br />consider a new Kittitas County Fair Promotion Day. <br /> <br />KADY PORTERFIELD, EVENT CENTER DIRECTOR, explained how the Kittitas <br />County Fair Board would like to offer a promotional day to provide <br />free admission to Veteran’s on Friday of the Kittitas County Fair, <br />which is also Patriot Day at the Ellensburg Rodeo, so the Fair’s <br />Patriot Day would run in conjunction with that on the same day.
