Others: Patti Stacey, Lisa Lawrence, Chris Horner, Greg Zempel, Elishia Harvill and Bryan Elliott. Call to Order at 2:00 p.m. Citizen Comments (1 min. time limit) — None Solid Waste Updates: Patti informed the Board of the Recycle Audit held yesterday, stating that we will have statistics of all the non -recyclable items found in the recycle drop boxes soon. She informed the Board that we posted a job for a Scale house attendant in Cle Elum since we promoted the current attendant to the HHW position. Discussion/Decision on WCRP Claim on property loss at Upper County Transfer Station: Chris informed the Board that the Risk Pool sent an adjuster to the site and reported $16,000.in damage minus the deductible and that they need a release of the claim signed. The Board directed staff to sign the release. New Transfer Station Update: Patti informed the Board that we are working on some re -design due to 10' feet of topsoil on part of the property causing the need to relocate some of the buildings for cost savings, which in turn put the project two to three weeks behind schedule. Discussion was held on bidding the project to include resale of the material and over excavating for the Transfer station building and the Scale house rather than hying to relocate them on the property. Maintenance Update: Patti informed the Board that Cody Cupp has started in maintenance. Chairman Wright suggested moving to item number 11 on the agenda. 2023-04-11 MINUTES I Discussion/Decision on Prosecutors move to new building including furniture and other items: Discussion was held on the office space at the new Prosecutors office including budget, technology and what is needed at both sites. The Board directed staff to complete an inventory and come back with a financial request. Further discussion included needing a cost inventory from IT, the cost of getting fiber to the building, security camaras, the number of ports needed for them and what is needed inside the building and that funding will come from 3/10's Sales Tax, not the general fund. Chris Horner, Greg Zempel and Elishia Harvill out at 2:40 p.m. Parking Update: Discussion was held on the lack of parking on the new parking lot design due to the requirements from the City and State. The Board directed staff to meet with the City Manager. Elevator Update: Patti informed the Board that the Elevator in the Jail should be up and running by April 2151 Shady Brook Update: Patti informed the Board that Neil Caulkins had a hearing regarding the last tenant remaining in the park, stating that she must be out today, or the Sheriff will escort her out tomorrow. Discussion was held on all the information she has been given for Hope Source and Habitat for Humanity. Further discussion included letting Hope Source know so support people can be available if needed. Patti informed the Board that Maintenance and Event Center staff have been working on cleaning up the property and have removed 19.7 tons of garbage that tenants left. Patti stated that she obtained approval from her Grant Officer and was able to pay disposal fees and staff time, through the Litter Grant from the Department of Ecology, for the illegal dump. Patti told the Board she is working on removing the junk vehicles and that Fulcrum Environmental will be there next week for testing, that we own all the dwellings, and that she will start on the Demo process next. 2023-04-11 MINUTES 2 Update on Bloom Addition: Patti informed the Board that the Contractor poured the footings and that they are doing the stem walls today and that her and Kady Porterfield met with them earlier today to approve the blocks. OTHER BUSINESS: Patti informed the Board that she has not received the signed contract from the Contractor yet, for the grant the Auditor's office received for security upgrades to the election room, and that she will bring it back to the Board once she does. A brief discussion was held on the Youth Litter Crew Program. The property is zoned Central Commercial. It fronts three streets: N Water St., W 7th Ave, and W 6th Ave. 2. There are no critical areas on the properties, so a critical area application is not required. 3. Because the project is proposing over 20 parking spaces, a SEPA is required. A site development permit will be required. The property will also require a boundary line adjustment to combine the parcels. 4. ECC 15.550.080 provides guidance on Parking lot design and construction standards. Some of those standards are expanded in further detail in the following comments. Some of those code refences are: • For Parking lot location standards along street frontages, see ECC 15.510, Site Orientation • For pedestrian access provisions within parking lots, see ECC 15.520.040, Internal pedestrian access and design. • For lighting standards, see Chapter 15.580 ECC, Outdoor lighting. • For parking lot screening and internal landscaping, see ECC 15.570.050(A), Surface Parking Lot Landscaping. 5. ECC 15.510 Site Orientation. The parking lot would need to comply with the Site Orientation standards found in ECC 15.510. N Water St and W 7th Ave are secondary streets and W 6th is a storefront street. The following standards are applicable to N. Water Street and W 7th Ave which are secondary streets: *No more than 50% of the street frontage can be occupied by off-street parking and driveways. *Departures will be considered pursuant to ECC 15.210.060 and ECC 15.510.120. There is no parking adjacent to the street frontage along 7th Ave, but there is on N Water. 6. The following standards are applicable to W 6th Ave a storefront street. (ECC 15.510.050) The proposed county parking lot meets ECC 15.510.050.0 standard along 6th Ave. Per 15.510.050.0 *New parking lots adjacent to street corners shall be prohibited. This provision in city code would now allow the parking lot without a determination from the director. After discussing this project and the street designation on 6th, the director believes a code change to amend the street designation is more appropriate than making a code determination that would allow the parking lot. The existing buildings on 6th Street between Main Street and Water Street do not fit the design or intent of a storefront street. The code change would likely start during the summer of 2023 and be completed towards the end of 2023. Per 15.510.050.D *Vehicular access(driveways) is discouraged on storefront streets. Where vehicular access is unavoidable, no more than on curb cut shall be allowed. 7. The property fronts multiple streets and will need to meet the following is applicable: a. For properties fronting on multiple streets, departures will be considered pursuant to ECC 15.210.060 for all but one of the frontages. Departures to parking location standards shall not be granted for developments adjacent to storefront streets, except where the site fronts onto three or more storefront streets. 8. ECC 15.520.040 Internal pedestrian access and design. 15.520.040(D) requires a 6' unobstructed walkway through parking lots greater than 150' long. The project has provided the walkway, but applicant needs to ensure that it is 6' of unobstructed width and the access route shall be separated from parking and travel lanes by use of contrasting paving material, which can be raised above the vehicular pavement. The sidewalk material must continue the sidewalk pattern and material across internal driveways. Pedestrian scaled lighting (max 15' height) shall be used to define the walkways. The proposed light depicted in the plans shows 17'— this light pole will need to be reduced to 15'. 9. Pursuant to 15.520.070 Parking Lot design, the surface parking lot will need to provide a buffer option. It appears the buffer option along Water Street is according to 15.520.070(1)(a). A 6' wide planting bed and continuous low wall are depicted on the plans. The planting bed shall be in front of the wall and feature Type C landscaping (addressed in item #13). Departures utilizing alternative landscaping will be considered pursuant to ECC 15.210.060 provided it meets the standards of the parking lot design section of code. The wall shall around 3' high and constructed of brick, stone, decorative concrete or concrete block or other permanent material that provided visual interest and helps to define the street edge. The proposed plans did not specify the height or material of the wall along Water Street. This will need to be clarified in the plans. 10. Streetscape amenities must be integrated into the design of the sidewalks in conjunction with this development along designated storefront and secondary streets. For each 100 cumulative lineal feet of storefront street frontage (6th Street -unless the project is constructed after the proposed code change in item #6), at least two (2) of the desired amenities shall be included. For each 100 cumulative lineal feet of secondary street frontage (7th Street and Water Street) at least one (1) amenity shall be included. All the Streetscape amenity options can be found in 15.520.080(C). 11. ECC 15.580, Outdoor Lighting. The outdoor lighting must comply 15.580.040 lighting standards and guidelines. 12. ECC 15.570 Landscape • ECC 15.570.030 Plant material standards. Please note, all street trees must comply with Public Works street tree list. • 15.570.040(2)(a) — for parking lots adjacent to public streets, use Type C landscaping at least 6 feet deep and no less than the minimum applicable building setback — which is zero in the CC zone. However, the larger of the two (6' or building setback) is to be used. In the case of the proposed parking, 6' is to be used. • 15.570.050(A)(2)(c) will apply along the property line adjacent to the alley. For parking lots along internal lot lines, use Type A or B landscaping at least 10 feet deep. Departures to the landscaping standard will be considered pursuant to ECC 15.210.060 provided the alternative landscape design meets the purposes of the standards in this section. 13. Installed landscaping shall comply with ECC 15.570.060 Installation and maintenance. 19F) Public Works Department '1/;;: 501 North Anderson Street; Ellensburg, WA 98926 Ph: (509) 962-7230 Fax: (509) 962-7127 Mernoranduin Date: March 2, 2023 To: Laura Wilson, Planner From: Craig Jones, Development Coordinator Cz Through: Derek Mayo, City Engineer Vi -1 Re: Water St & 6'1' Ave — County Parking Lot P23-006 The following are the Public Works Pre -App comments on the proposed County parking lot along Water St between 6°i Ave and 7`l' Ave. The applicant can view the City of Ellensburg's Development Standards on the City's website for more information. http://www.ci.ellensburp-.wa.us/indcx.aspx?nid=339 At time of civil plan review, Staff will work with the developer's engineer regarding the specific issues related to roadway and utility improvements. Water: An 8" CI water main runs in the alley adjacent to the property. The property had multiple water services from the previous structures that can be used on the site. A backflow device will be required for any irrigation service. Specific issues related to water service and meter location will be addressed at project civil submittal. See attached utility map. Any Fire Service or Fire Hydrant shall be per Fire Dept. requirements and shall be constructed per City Development standards. Sewer: A 6" PVC sewer main runs in the alley adjacent to the property. Any commercial sewer will need to be a 6" service to comply with Development Standards and any unused sewer connection will need to be abandoned. See attached utility map. Specific issues related to sewer main and side sewer stub construction will be addressed at project civil submittal. Roadway and access: This project has triggered the requirement of half street improvements along 7'1' Ave including the alley entrance and 6'1' Ave frontages. Water St fi•ontages improvements are in good condition. P:TrcjIW Public Wor&2023\23.062 Water Street C 61h AVCnae - County Parkiag LoY.Water SI f 0111 Ave - County Parking Lot P23-066.doex Street improvements include concrete curb/gutter, sidewalks, street lighting, permanent signage, asphalt, asphalt markings, gravel base, storm drainage, and other items associated with minimum public improvements consistent with Public Works Development Standards. Driveway locations will be reviewed to meet standards. Any gates will need to be set back from the sidewalk to allow queuing of cars without obstructing the sidewalk. Also, any damaged sidewalk during construction will need to be fixed per the Development Standards. Specific issues related to site construction will be addressed at project civil submittal. Storm water: There is a storm system that runs north/south in Water St. This storm connection point may be used as an out fall after treatment and flow control is met. Additional storm calculations will be required to verify capacity of the existing systems if used for an outfall. Storm drainage development will need to follow the City's standards at time of building permit application. City staff will work with the applicant for appropriate treatment and flow control for the onsite storm drainage. The applicant shall use the current Stormwater Management Manual for Eastern Washington, or approved equivalent for reference in design of stormwater treatment and flow control for post construction requirements for new development and redevelopment. The design shall at a minimum use the following design storms, or as recommended for the proposed BMP, whichever is greater. Treatment shall be designed for the first '`/2" of rainfall on the property, and storin drainage detention on a 10 year storm event (1.2"of precipitation/24 hours) and retention facilities based on a 25 year storm event (1.6"of precipitation/24 hours). Specific issues related to storm water will be reviewed at time of civil plan submittal. The applicant's design engineer should determine groundwater elevations in the vicinity of proposed storm water treatment and flow control facilities. The water surface elevation needs to be utilized in the facility designs and should be verified when groundwater is at its highest. Typically the groundwater in the Ellensburg area is elevated from April 151' through October 15`t'. However, groundwater on the subject site may not be associated with seasonal irrigation and could crest at another time during the year. The following comments are from the City Stormwater Department; 1. If the site is an acre or greater the developer will need to make Notice of Intent (NOI) with Ecology and apply for a Stormwater General Construction Permit months in advance of construction. https:Hecology.wa.gov/Regulations-Permits/Permits-certifications/Stormwater- eneral-pemiits/Construction-stormwater-permit 2. The Ecology permit requires a Storinwater Pollution Prevention Plan (SWPPP) be submitted with the plain set and be reviewed by the City of Ellensburg Stormwater Utility along with a set of temporary sediment erosion control plans (TESC). 3. In addition, Ecology now requires an Operation and Maintenance (O&M) Plan be submitted to the City for review and retainage. The O&M Plan must address the long tern maintenance of the stormwater facilities (swales) that will be constructed onsite to deal with the flow control and treatment requirements of Core Element 5&6 in the Eastern Washington Stormwater Management Manual. This project may be required to pay impact fees. You can view the traffic impact fees online at http://ww-w.codep-Liblishin,g.com/wa/ellensbtirg]. The developer is required to obtain all other permits (HPA if required, DOE constriction site grading permit; Ellensburg construction storm water permit, etc.) that may be required as a result of development. Additional utility easements may be required for any proposed utility outside of the right of way. Specific issues will be addressed at civil plan submittal and final plan submittal. All work performed in the right of way will need to be done by a licensed and bonded contractor with the City of Ellensburg. Landscape plans will need to be included for review of any conflicts with existing or proposed utilities. Cc: File 23-062 MKnow whale's ITPOR©UU. . C.,005 bH.fGM- YOU stlig. Electric: The City of Ellensburg Electric Utility (City Light) has an existing high voltage (12.47kV) overhead power pole line that runs north -south on the east side of the alley adjacent to the applicants property. This pole line will serve as the source of power for the applicants proposed parking lot. The local telephone company, Consolidated/Fairpoint, has multiple telephone poles running along the south side of 7th Ave adjacent to the applicants property. If any modifications needs to be done to the telephone lines or poles, the applicant is responsible for contacting the telephone company. The provided preliminary site plan shows a line running from an existing City Light power pole on the east side of the alley to a new padmount transformer on the applicants property, and another line from the new padmount transformer to a new customer owned junction box. The applicant will be required to fill out a Right -of -Way permit with the City of Ellensburg Public Works Department, to allow them to excavate in the alley. The proposed location for the padmount transformer will be need to be relocated to protect it from vehicular traffic, preferably a little to the north and west in the larger open area to the east of the northern parking lot entrance/exit. Also, the line running from the transformer to the customer owned junction box needs to be modified, with the line running from the transformer to a customer owned, installed, and maintained meter base (Meter provided by City Light), and then from the meter base to the customer owned junction box. The plans also show 4 pinto type lights and some trees in the island in the center of the lot. Pinto lights are relatively short, and planting trees near them will block much of the light emanating from the Pinto's, so applicant is advised to remove any trees in the island around the Pinto lights. YAEnergy Services\Light\Developer Information Packet\SEPA & Plat App Responses\Pre-Application Meetings\2023\P23-006 Kittitas Co. Corrections Parking Lot\ P23-006 Kittitas County Corrections Parking Lot - Comments.docx On sheet 7 of 20, it mentions 7 proposed EV stalls. The applicant will be required to fill out a commercial service application, as well as providing detailed cut sheets of the proposed EV's, and information showing City Light which stalls are being proposed as EV stalls. Different EV chargers require different voltages, have different demands, and can seriously alter the scope and cost of the project. With no EV chargers, this parking lot wouldn't even require a new transformer, and the scope of work for City Light and applicant would be minimal. With EV chargers this project grows significantly. If the applicant wants to be in charge of billing for using the EV chargers, or if the intent is to not bill for the EV chargers at all, only one meter would be required for this project. If the applicant intends on having a 3`d party be in charge of billing for using the EV chargers, a 2nd meter would be required to be installed for this project. City Light must have 24/7 full access to our electrical system for proper maintenance & operations from the street and/or driveway and parking lots. There are also minimum clearances we must maintain between our electrical facilities to other utilities, such as water, sewer, gas, & communications. A 3' clearance around the back and sides of transformers and electric vaults, as well as a 10' clearance around the front side of transformers and electric vaults must be maintained for working space from all obstacles, such as vegetation, signs, etc. Also, no trees or large vegetation can be placed on top of the City Light power lines. Locations for transformers and electric vaults will need to be determined where they are protected from vehicle traffic and where they will be in a utility easement. Communications generally install with the electric utility and may have similar considerations for space. Meters must be accessible 24/7, and cannot be placed behind fences, gates, or other situations where City Light cannot safely and easily access the meters. CONSULTING SERVICES Technical Memo To Patti Stacey, Director Kittitas County Solid Waste / Facility Maintenance From: Brandon Mauseth & Madison Herbst Date: March 2023 Project: Kittitas County Gtr, St Parking Lot Subject Response to Pre -Application Comments Introduction: This memo is intended to provide feedback from the Pre -Application meeting held on February 16th and acknowledge comments were addressed in the design, or, the addition information is provided to Kittitas County in order to prepare for application materials meeting the City of Ellensburg requirements. Responses to City Pre-Apphcation Convnent Oetter dated February 16, 2023): 1: Comment noted. 2: Comment noted. 3: SEPA Checklist and prepared in DRAFT format. SCJ Alliance anticipates submitting with application materials. 4: ECC 15.550.080 A: Comment Noted. B: Pathway has been made to be 6 ft wide, light poles will be no higher than 15 ft, and crosswalks pavement marking have been added all per ECC 15.570.040. C: When we run the AG132 lighting program we will be designing to 1-2 foot-candles to provide light for moderate or high pedestrian volume areas. All fixtures will be below 25 ft heigh. We will make sure that no landscaping will obstruct the security lighting. D: Landscape modifications will reference ECC 15.570.050 (A) for surface parking lot landscaping. Questions 5 through 7 are related to properties designated as "Storefront" and limiting the amount of off-street parking that has frontage onto the street. These will be adjusted as noted, and additional request to deviate 25 N Wenatchee Ave, Suite 238 Wenatchee, WA 98801 ,_ Of ice 509.8863265 : Fax 360.352.1509 scjaIIiance.com Aw°-.40- SCJ ALLIANCE CONSULTING SERVICES from this standard will be processed at the time of application using the "ECC 15.210.060 Departures" section of the Ellensburg Municipal Code. *5: This comment/requirement has a significant impact to the parking lot design. The code is applicable site orientation and to limit off-street parking frontage to 50%. Since there is no building proposed this would drastically impact the parking lot design. The City of Ellensburg have provided code section on how to request a departure. We recommend requesting this departure from current city standards, we will proceed on that action when we make application. 6: Similar comment as "5". However, instead of the City recommending a code determination for approval, the City is recommending a code change to address 6` Avenue. We recommend support this effort but I believe this should be something completed by the city rather than Kittitas County incurring additional fees from SCJ Alliance to complete the code change. Of course, we will follow whatever direction our Kittitas needs to support the project. 7: This comment is pointing out another conflict with City code around frontage to storefront streets and limiting parking lots that frontage on multiple streets. Since this is a public parking lot serving an existing County facility. We will process comments 5 through 7 requesting the "departure" from the code requirement. In a "worst case scenario", and the City denies the departure we can adjust the parking lot to include a maintenance building on the North side of the lot, or we can present a landscape plan that breaks up the direct off-street parking design and propose landscaping and screening as a departure. 8: Pathway has been updated to be 6 ft wide and light poles will be no higher than 15 ft. 9: The wall will be approximately 3 ft tall and has 6 ft of landscaping in front of the wall. The wall material will be provided in the plan set. Original design was using 5 foot landscape bed, this will add 1 foot. 10: Two streetscape amenity will be provided along 6th St and four along either 7th St or Water St. Streetscape amenities will be taken from the list in ECC 15.520.080(C). 11: When we run the AG132 lighting program we will note these lighting levels. All fixtures will be below 25 ft height. We will verify landscaping will not obstruct the security lighting. 12 • We will verify the Plant material selection is consistent with the Public Works street tree list. The original design was using a 5 foot landscaping bed. We will reference Type C landscaping and adjust to a 6 foot deep landscaping bed. ,is comment in addition to comment 12 will I--- r n{ • The City of Ellensburg is requiring that landscaping along the alley way be included, with a minimum of 10 landscaping area. Sewer: Comments noted. Roadway Access: The Public Works Department is requiring that half street frontage improvement be included on 7th avenue and 6th avenue. They are also requiring that the alleyway driveway access point be improved. The half street improvements for 6th avenue and 7th avenue were included but we did not include improving the alleyway access points. The proposed parking lot will reduce the impact to the alleyway by eliminating unimproved access to the vacant lot, it will include a physical traffic barrier separating the parking lot from the alleyway and it will provide two access points, off 6th avenue and 7th avenue, to the parking lot with internal circulation. r qu,re r en will have an impact to we project budget and we recoinmerw Storm Water: Comments noted. We will design the stormwater system meeting the requirements of the Washington State Department of Ecology Stormwater Management Manual for eastern Washington. We will accommodate 100% of the design storm, an overflow connection to the city municipal stormwater system will be requested to handle flow volumes in excess of the design storm event, an overflow connection 1: The site is less than an acre (.88 acres), a general construction permit is not required. 2: a Ecology approved SWPPP is not required. However, we will provide a SWPPP for the site to manage construction activities using a menu of stormwater construction and erosion control best management practice options. 3: The threshold for submitting an O&M manual is not required Other Issues: Traffic Impact Fees — "The project may be required to pay an impact fee" The project is not constructing a building, residence or commercial use facility bringing in new occupants. The project will generate no additional traffic trips. It is accommodating the need for public parking. In my opinion, an impact fee should not be applicable. will need to understand what this fee is and discuss if it's requirC o: ct lees ordinance and in addition to my opinion on the applicabili riiiii states it does not apply to the "central commercial district". Additional permits: we recognize a cultural review or onsite support is needed, we have already retained a subconsultant for this service. I do not believe we are required to apply for Ecology construction and grading permit since the property is less than 1 acre. Fire Marshal Comment Responses: 1: Comment noted.
