KITTITAS COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA STAFF REPORT AGENDA DATE: April 18, 2023 ACTION REQUESTED: Consider a Special Event Application for the Manastash Ridge Trail Run and Navigation Race. BACKGROUND: The Commissioner’s office received a Special Event Application from Angela Cline to host the Manastash Ridge Trail Run and Navigation Race on June 3 & 4, 2023. Update as of 4/13/2023 the applicant has requested to pull the “Trail Race” portion of the event. INTERACTION: The applicant is requesting a waiver to the following: Kittitas County Code Chapter 5.20.100 – Penal Bond – Bond of Indemnity - The applicant HAS provided a Certificate of Liability Insurance & Endorsement. The applicant does not believe they need a waiver to the following: Kittitas County Code Chapter 5.20.160 – Closing Hours since their event is scheduled to begin at 6:00 a.m. & 8:00 a.m. and according to the County Code, events shall not be open to the public before the hour of 7:00 a.m., however they feel that the noise made during the 6:00 a.m. (6:30 a.m.) hour will not be enough to disturb the public. The permit fee has been paid and Staff has routed the application and received a recommendation of approval or contingent approval from the following departments: Sheriff, Public Health, Public Works, and Fire Marshal, Treasurer, Prosecutor & Solid Waste. RECOMMENDATION: Contingent Approval with the following Department recommendations: ** Sheriff: Stated that the applicant needs to ensure that they are in compliance with any and all Washington Department of Fish & Wildlife and DNR regulations for this event to occur. ** Fire Marshal: Stated that they will need to place fire extinguishers (specific type listed in memo) at each of the 4 10x10 tents, noting that applies only if they tents are
