<br /> <br />Public Notice <br />Kittitas County, Ellensburg WA <br /> <br /> REQUEST FOR STATEMENT OF QUALIFICATIONS FOR STATE-LICENSED DESIGNERS TO PROVIDE COUNTY-SPONSORED MASTER BUILDING PLANS FOR AFFORDABLE HOUSING <br /> <br />All submittals received after 5:00 PM Local Time, on Friday May 19th, 2023, will be discarded. <br /> <br /> <br /> <br />PURPOSE:  <br /> <br /> <br /> <br />Kittitas County Community Development Services (CDS) is seeking qualified Washington State-licensed designers (Architects or Engineers) to provide master building plans for the County’s <br />new program which provides building plan designs to customers looking to build affordable housing to help with the growing affordable housing shortage in Kittitas County. <br /> <br /> <br /> <br />SCOPE OF THE PROJECT:  <br /> <br /> <br /> <br />Selected designers will provide three (3) building plans to CDS with the following roof snow loads of 45 PSF, 75 PSF and 150 PSF (see attached design criteria requirements). Plans will <br />need to be compliant with the 2021 I-codes as amended by Washington State and the 2021 Washington State Residential Energy Code. Kittitas County customers with parcels that meet the <br />design requirements can receive the plans without design fees for their housing project. To maintain the intent of affordable housing, the structure designs should include centrally <br />localized plumbing, continuous insulation for the exterior walls and primary space heating shall be via heat pump. Designs should include 1-2 bedrooms with one bathroom. Maximum square <br />footage for the conditioned floor area should not exceed 1,500 square feet. Building plans with full lateral/ gravity engineering with supporting documents and calculations are required <br />and submissions will include: foundation, floor, framing, roof and shear plans, architectural and structural details, door/ window schedule, heating equipment sizing form, WSEC-R 2021 <br />energy credit worksheet. <br /> <br /> <br /> <br />PROCEDURES FOR SUBMITTAL: <br /> <br /> <br /> <br />If you wish to be considered for work under this SOQ, submit a sealed envelope to Kittitas County Department of Community Development Services, at 411 N. Ruby St. Suite 2, Ellensburg <br />WA 98926 by 5:00 pm local time on May 19, 2023. Submittals shall include a one-page cover letter with the firm name and contact information. Submittals shall also include five copies <br />of your Statement of Qualifications describing the firm’s or team’s ability to professionally provide the requested services. The County reserves the right to reject any and all <br />submittals. <br /> <br /> <br /> <br />SELECTION PROCESS AND PROPOSED SCHEDULE: <br /> <br /> <br /> <br />Kittitas County’s selection will be based on review of submittals in the following manner: <br /> <br /> <br /> <br />1.         The firm's or team's qualifications, experience and ability performing the requested work (50 points). <br /> <br /> <br /> <br />2.         Experience working in Kittitas County in the past five years (25 points). <br /> <br /> <br /> <br />3.         Experience working with state and federal regional staff in the past five years (25 points). <br /> <br /> <br /> <br />Anticipated Dates/Tasks <br /> <br /> <br /> <br />May 19, 2023 Deadline for SOQ submittals <br /> <br /> <br /> <br />June 2, 2023 Selection of Firms to Interview <br /> <br /> <br /> <br />June 16, 2023 Interviews and Reference Checks <br /> <br /> <br /> <br />June 20, 2023 BOCC contract award <br /> <br /> <br /> <br />June 27, 2023 Executed contract <br /> <br /> <br /> <br />The selection process shall be as follows: <br /> <br /> <br /> <br />Submittals are reviewed and scored by the CDS selection committee. <br /> <br />Selection of firms to interview may be waived if the selection committee decides to award to a single firm based on review of the submittals. <br /> <br />Firms will be selected to interview if the selection committee decides that interviews are required. The specific interview format will be provided to firms in advance of interviews. <br /> <br />Board of County Commission authorized contract award. <br /> <br />The CDS Director will negotiate a scope of work and fee with the selected firm for building plan designs. <br /> <br /> <br /> <br />Kittitas County, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, <br />Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders <br />that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full <br />opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. <br /> <br /> <br /> <br />Kittitas County in accordance with Section 504 of the Rehabilitation Act (Section 504) and the Americans with Disabilities Act (ADA) commits to nondiscrimination on the basis of disability, <br />in all of its programs and activities.
