COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON

REGULAR MEETING
MONDAY 9:00 A.M. APRIL 10, 2023
Board members present: Chairman Cory Wright; Vice-Chairman Brett
Wachsmith; Commissioner, Laura Osiadacz.
Others: Mandy Buchholz, Office Administrator; Julie Kjorsvik, Clerk
of the Board; Debbie Stanavich, Admin Assistant.
REGULAR MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:00 a.m. Chairman Wright opened the Office Administration
meeting.
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendar.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved and signed County
Employee Personnel Action forms and vouchers.
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS
The Board of County Commissioners reviewed the weekly Correspondence
Log, a listing of all incoming mail and correspondence for the week
ending April 7, 2023.
DISCUSSION MINUTES POLICY COMMISSIONERS
Commissioner Wachsmith moved to approve an amended BoCC Minutes
Policy as presented, noting it was originally adopted in 2019 and
this update included additional department’s hosting study sessions
and addressed virtual meetings. Commissioner Osiadacz seconded.
Motion carried 3-0.
DISCUSSION ADO DESIGNATION 2023-2025-BIENNIUM COMMISSIONERS
Commissioner Wachsmith moved to approve & authorize the Chair’s
signature on an Associate Development Organization (ADO)
Certification/Designation Form for the 2023-2025 biennium, noting it
is due back to the Department of Commerce by April 15, 2023.
Commissioner Osiadacz seconded. Motion carried 3-0.

Commissioner Wachsmith moved to approve the following 4
proclamations:
Proclamation for Ellensburg High School Girls Basketball Team 2023
WIAA 2A State Champions Day - April 14, 2023.
Proclamation for Ellensburg High School Band Day WIAA 2A Winter Team
Academic State Champions - April 17, 2023.
Proclamation for Ellensburg High School Orchestra Day WIAA 2A Winter
Team Academic State Champions - April 18, 2023.
Proclamation for Ellensburg High School Choir Day WIAA 2A Winter
Team Academic State Champions - April 19, 2023.
Commissioner Osiadacz seconded. Motion carried 3-0.
APPROVE MINUTES 11/29/2022 COMMISSIONERS
Commissioner Wachsmith moved to approve the Public Hearing Minutes
from November 29, 2022 as presented. Commissioner Osiadacz seconded.
Motion carried 3-0.
DISCUSSION COUNTY FACEBOOK COMMISSIONERS
The Board determined that for the week of April 10, 2023 they would
publish on their Facebook the following: WSDOT 2023 Project Season;
Commissioner Osiadacz’ Appointment to the Wildland Fire Committee by
Hilary Franz, Washington State Commissioner of Public Lands and the
4 Proclamations signed today including:
Proclamation for Ellensburg High School Girls Basketball Team 2023
WIAA 2A State Champions Day - April 14, 2023.
Proclamation for Ellensburg High School Band Day WIAA 2A Winter Team
Academic State Champions - April 17, 2023.
Proclamation for Ellensburg High School Orchestra Day WIAA 2A Winter
Team Academic State Champions - April 18, 2023.
Proclamation for Ellensburg High School Choir Day WIAA 2A Winter

UPDATE BOCC/ DEPARTMENT HEAD REPORTS COMMISSIONERS
Each Commissioner was assigned three different Department Heads to
meet with on a weekly basis for the year. The assignments for 2023
were determined at the Board of County Commissioners Office Admin
meeting earlier on and they will continue to provide updates at

future meetings.
Each Commissioner reviewed discussions held with their respective
departments and exchanged details of those meetings.
UPDATES BOCC/WHITE BOARDS COMMISSIONERS
No updates discussed.
EXECUTIVE SESSION COMMISSIONERS
At 9:58 a.m. Chairman Wright announced the Board would recess into
Executive Session for 5 minutes, to evaluate the qualifications of
an applicant for public employment or to review the performance of a
public employee. However, subject to RCW 42.30.140(4), discussion by
a governing body of salaries, wages, and other conditions of
employment to be generally applied within the agency shall occur in
a meeting open to the public, and when a governing body elects to
take final action hiring, setting the salary of an individual
employee or class of employees, or discharging or disciplining an
employee, that action shall be taken in a meeting open to the
public. No action anticipated.
At 10:03 a.m. the Board reconvened out of Executive Session. No
action taken.

There were general updates on meetings & conversations that the
Board participated in, individually over the past week.
