2022-12-9 MINUTES 1

KITTITAS COUNTY
AIRPORT STUDY SESSION MINUTES
BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 108 - ELLENSBURG
Regular Meeting

MONDAY 11:00 AM September 12, 2022
Board members present: Chair Laura Osiadacz, Vice Chairman Cory Wright
Others: Emily Smith, David Ohl, Mark Cook, 3 Public
Citizen Comments: None
Board Expectations of the New Director:
Director Ohl gave the Commissioners a brief introduction and that he had reviewed the master
plan already to help prioritize. The commissioners made sure David knew that his job had a steep
learning curve and everything needed to be done methodically. As well as knowing that more
information is better than none. Another expectation is to keep track of the budget and make sure
the airport has enough money to last the year. Director Ohl then informed the board that he has
already met with Director Carlson to talk about the budget.
Initial Priorities of the New Director:
Chair Laura Osiadacz and Vice Chair Cory Wright advised Director Ohl on the initial priorities
they would like him to focus on for the Airport. The main priorities were to work on the Budget
for the airport and get all unsigned leases signed. Other priorities included writing the four
foundational documents of the airport, getting a leasing policy written, resolve the issue of leases
not getting paid, talk with DNR and CWU regarding new leases and negotiations, create a new
Binding Site Plan, talk with the FAA and get familiar with their regulations, handle Capital
Grants, visit other airports and get a different perspective, and use formal training opportunities.
OTHER BUSINESS:
Director Cook updated the commissioners on the Wetland Mitigation Grant that was signed
Wednesday, and Prosecutor Neil Calkins will sign soon. Cook also informed the board that he
will walk Director Ohl through the negotiations of the FAA.
Meeting adjourned at 11:21 am

KITTITAS COUNTY COMMISSIONERS
KITTITAS COUNTY, WASHINGTON
