COMMISSIONERS’ MINUTES <br />HR STUDY SESSION <br />KITTITAS COUNTY, WASHINGTON <br />BOCC CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />FRIDAY 3:00 PM 3/31/2023 <br /> <br />Board Members Present: Cory Wright, Brett Wachsmith, Laura Osiadacz <br />Others Present: Greg Zempel, Mike Hougardy, Elishia Harvill, Cori McKean, Ryan Gausman, Jeanne Killgore <br /> <br />CALL TO ORDER <br />The meeting was called to order at 3:00 PM. <br />CITIZEN COMMENTS (ONE MIN. TIME LIMIT) <br />None. <br />DISCUSSION/DECISION – CORONER STAFFING <br />Chief Deputy Coroner Gausman requested an adjustment to the pay structure for On-Call Deputy Coroners. <br />He explained that for the past eight years that position has received $250 per coroner call. That amount has <br />never been adjusted for inflation or the increased responsibilities of Deputy Coroners over the years. Chief <br />Deputy Gausman proposed increasing the stipend amount to $275 per coroner call. Additionally, he <br />requested creating a second step in the wage scale of $300 per coroner call for staff who are ABMDI- <br />certified. The Board approved the request. <br />DISCUSSION/DECISION – PROSECUTOR’S OFFICE STAFFING <br />Prosecutor Zempel explained to the Board that his Rule 9 Intern is currently waiting for her bar results to <br />come back. Before the results are finalized, her Rule 9 license will expire. During this waiting period <br />Prosecutor Zempel requested that the Rule 9 Intern be reclassified to a Paralegal. The Board approved the <br />reclassification, including keeping the employee at her current rate of pay which is outside of the Paralegal <br />wage range. Prosecutor Zempel will notify the Board when the employee’s bar results come back. <br />DISCUSSION – BENEFITS COMMITTEE UPDATE <br />HR Director Killgore provided the Board with a brief summary of the March Benefits Committee meeting. She <br />explained that the committee went over the results from the benefits survey and discussed what success <br />might look like in the first year of a self-funded plan. <br />CLOSED SESSION – COLLECTIVE BARGAINING – RCW 42.330.140(4)(b) <br />The OPMA does not apply to that portion of a meeting during which the governing body is planning or <br />adopting the strategy or position to be taken by the governing body during the course of any collective <br />bargaining negotiations, or grievance or mediation proceedings, or reviewing the proposals made in the <br />negotiations or proceedings while in progress. <br />The Board entered into closed session at 3:30 PM to discuss collective bargaining. No action taken.
