KITTITAS COUNTY, WASHINGTON
CONFERENCE ROOM
SPECIAL MEETING
TUESDAY 1:00 P.M. MARCH 17, 2023
Board members present: Chairman Cory Wright, Vice Chairman Brett
Wachsmith and Commissioner Laura Osiadacz.
Others: Mark Cook, DPW Director; Doug Fessler, IT Director; Emily
Smith, Admin Assistant; Joe Poire, Consultant.
SPECIAL MEETING EXECUTIVE SESSION COMMISSIONERS
At 1:00 p.m. Chairman Wright opened a Special Meeting and announced
the Board would recess into an Executive Session with Director Cook,
Director Fessler, and Mr. Poire under RCW 42.30.110(d) to review
negotiations on the performance of publicly bid contracts when
public knowledge regarding such consideration would cause likelihood
of increased costs, for 60 minutes, until 2:01 p.m. No action was
anticipated.
At 2:01 p.m. The Board reconvened out of Executive Session. No
action was taken. There was a 5-minute recess.
At 2:06 p.m. Chairman Wright announced the Board would recess back
into an Executive Session with Director Cook, Director Fessler, and
Mr. Poire under RCW 42.30.110(d) to review negotiations on the
performance of publicly bid contracts when public knowledge
regarding such consideration would cause likelihood of increased
costs, for 30 minutes, until 2:36 P.M. No action is anticipated.
At 2:36 P.M. The Board reconvened out of Executive Session. No
action was taken.
At 2:36 p.m. Chairman Wright announced the Board would recess back
into an Executive Session with Director Cook, Director Fessler, and
Mr. Poire under RCW 42.30.110(d) to review negotiations on the
performance of publicly bid contracts when public knowledge
regarding such consideration would cause likelihood of increased
costs, for 15 minutes, until 2:51 P.M. No action was anticipated.
At 2:51 p.m. The Board reconvened out of Executive Session. No
action was taken.
At 2:51 p.m. Chairman Wright announced the Board would recess back
into an Executive Session with Director Cook, Director Fessler, and
Mr. Poire under RCW 42.30.110(d) to review negotiations on the
performance of publicly bid contracts when public knowledge

regarding such consideration would cause likelihood of increased
costs, for 15 minutes, until 3:06 p.m. No action was anticipated.
At 3:06 p.m. The Board reconvened out of Executive Session. No
action was taken.
At 3:06 p.m. Chairman Wright announced the Board would recess back
into an Executive Session with Director Cook, Director Fessler, and
Mr. Poire under RCW 42.30.110(d) to review negotiations on the
performance of publicly bid contracts when public knowledge
regarding such consideration would cause likelihood of increased
costs, for 15 minutes, until 3:21 p.m. No action was anticipated.
At 3:21 p.m. The Board reconvened out of Executive Session. No
action was taken.
At 3:21 p.m. Chairman Wright announced the Board would recess back
into an Executive Session with Director Cook, Director Fessler, and
Mr. Poire under RCW 42.30.110(d) to review negotiations on the
performance of publicly bid contracts when public knowledge
regarding such consideration would cause likelihood of increased
costs, for 10 minutes, until 3:31 P.M. No action was anticipated.
At 3:31 p.m. The Board reconvened out of Executive Session. No
action was taken.
Meeting adjourned at 3:31 p.m.
