KITTITAS COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />AGENDA STAFF REPORT <br /> <br />AGENDA DATE: April 18, 2023 <br /> <br />ACTION REQUESTED: Request to Approve a Special Event Application for the <br />Teanaway Gravel Ride on June 24, 2023. <br /> <br />BACKGROUND: The Commissioner’s office received a Special Event <br />Application from Erik Olson to host the Teanaway Gravel <br />Ride to be held on June 24, 2023. We received an updated <br />course map on April 10, 2023 that was uploaded and routed <br />to departments as well as updated feedback from Public <br />Works. <br /> <br />INTERACTION: Staff forwarded the event application to the following <br />departments for review: Public Works, Fire Marshal, Solid <br />Waste, Public Health, Prosecutor, Treasurer and Sheriff. <br /> <br /> The applicant is requesting a waiver to the following: <br /> <br />Kittitas County Code Chapter 5.20.100 – Penal Bond – <br />Bond of Indemnity - The applicant HAS provided proof of <br />insurance & endorsements and feels their event will have no <br />impact on the roads. <br /> <br /> The applicant does not believe they need a waiver to the <br />following: <br /> <br />Kittitas County Code Chapter 5.20.160 – Closing Hours <br />since their event is scheduled to begin at 7:00 a.m. & go <br />until 8:00 p.m. and according to the County Code, events <br />shall not be open to the public before the hour of 7:00 a.m. <br /> <br /> <br />RECOMMENDATION: Contingent approval with the following Department <br />recommendations: <br /> <br /> Treasurer: The Event will be required to report and remit <br />Admissions Tax for the event by 7/31/2023 and they will <br />need to create and file an admissions tax registration, noting <br />they did a great job reporting and remitting last year. <br /> <br /> Public Works: Requested notice two weeks in advance of <br />the event published in the Daily Record and Northern <br />Kittitas County Tribune as well as Placement of “Cyclists <br />on Roadway” and “Caution – Cyclists Ahead” placed on <br />the Road prior to the intersection of Teanaway Road and <br />West Fork Teanaway Road on both days of the event.
