ACTION REQUESTED:
Request to ratify Chairs signature on the Public Works Board Construction Loan Contract Number PC23-
96103-132.
BACKGROUND:
Kittitas County Solid Waste has been working to relocate the aging lower county transfer station for the past
six years.
The Solid Waste Department has looked for funding options to assist with the construction of the site from
grants and loans. The Solid Waste Department was able to obtain a low interest loan from the Public Works
Board for 10,000,000. The interest rate on the load will be 1.39% for 20 years. If we are able to completed
the project in less then 48 months from signing this contract the county is eligible for reducing the interest
rate from .25-.50 percent depending on the exact date.
All documents for this loan are required to be signed using electronic signature via DocuSign. The loan
documents have been reviewed by the Prosecutors Office and the Attorney's Certification has been signed
by Douglas Mitchell via DocuSign.
This required that the Chairs signature on these also be done via electronic signature via DocuSign.
INTERACTION:
Prosecutors office, Auditor and Board of County Commissioners.
RECOMMENDATION:
Recommend Board of County Commissioners ratify the Chairs electronic signature on the Public Works
Board Construction Loan Contract Number PC23-96103-132.
