A RESOLUTIONADOPTING THE DISTRIBUTION OF THE 2023 HOTELIMOTELTAX
FUND GRANTS
WHEREAS,RCW 39.34.080 and other Washington State law,as amended,authorizes
any city to contract with any other citylcounty to perform any governmental service,
activity or undertaking which each contracting city/county is authorized by law to
perform;and
WHEREAS,the governing bodies of Kittitas County and the cities of Ellensburg,Cle
Elum,and Roslyn previously entered into an interlocal agreement for the purposes of
creating a consolidated lodging tax grant process for special events and projects;and
WHEREAS,in accordance with the interlocal agreement,Kittitas County solicited
applications for the distribution of the 2023 Hotel/Motel tax funds in the form of
reimbursable grants for special events and projects throughoutKittitas County;and
WHEREAS,in accordance with the interlocal agreement,the respective Lodging Tax
Advisory Committees (LTACs)or designees of Kittitas County and the cities of
Ellensburg,Cle Elum,and Roslyn have reviewed all the applications submitted to
Kittitas County;and
WHEREAS,in accordance with the interlocal agreement,Kittitas County compiled the
various participating entity's scoring and funding recommendations and forwarded them
to the combined county-wide LTAC Consolidated Work Group forfurther review;and
WHEREAS,in accordance with the interlocal agreement,the combined county-wide
LTAC Consolidated Work Group met in an open public meeting November 18,2022,at
Ellensburg City Hall to receive presentationsfrom applicants recommended for funding.
On January 4,2023 the combined county-wide LTAC Consolidated Work Group met in
an open public meeting on WebEx and deliberated to reach a final funding
recommendation which is to be forwarded to each entity's legislative body for final
approval;and
WHEREAS,in accordance with an amendment to the interlocal agreement,each
participating municipality agreed to make available 13%of their annual lodging tax
collections to be awarded through the consolidated lodging tax grant process;and
WHEREAS,Kittitas County designated $232,378.87 to be available for grants as partof
this process,Ellensburg designated $53,321.22 Cle Elum designated $23,529.60,and
Roslyn designated $1,018.21;and
WHEREAS,the combined county-wide LTAC Work Group recommended expending
$310,247.90 of the designated funds;and
WHEREAS,in accordance with the interlocal agreement,Kittitas County will provide
notice to each successful applicant and will require a contract be agreed to by each
successful applicant prior to funding awards being available for reimbursement;and
WHEREAS,in accordance with the interlocal agreement,Kittitas County will serve as
the single reimbursing agency for all successful applicants and will bill each participaling
municipality's lodging tax fund for its respective share of any reimbursementsawarded
and applied for;and
WHEREAS,the legislative authorities for Kittitas County and the cities of Ellensburg,
Cle Elum,and Roslyn are approving only theirrespective lodging taxfund grant awards.
NOW,THEREFOREBE IT RESOLVED:That the City of Ellensburg hereby awards the
2023 Hotel/Motel Tax fund grants distribution for special events and projects as follows:
Laughing Horse Arts Foundation $3,835.00
Kittitas Valley Event Center-Patriot Night $25,000.00
Gallery One $15,000.00
Ellensburg Rodeo Hall of Fame $934.22
The Patch at Jenson Farms $3,500.00
Junk-tiquen in the Burg $5,052.00
$53,321.22
