COMMISSIONERS’ MINUTES <br />HR STUDY SESSION <br />KITTITAS COUNTY, WASHINGTON <br />BOCC CONFERENCE ROOM <br />REGULAR MEETING <br /> <br />TUESDAY 10:00 AM 2/14/2023 <br /> <br />Board Members Present: Cory Wright, Laura Osiadacz <br />Others Present: Amy Cziske, Clay Myers, Patti Stacey, Brian Carlson, Christopher Horner, Kylee Wuesthoff, <br />Jeanne Killgore <br /> <br />CALL TO ORDER <br />The meeting was called to order at 10:00 AM. <br />CITIZEN COMMENTS (ONE MIN. TIME LIMIT) <br />None. <br />REQUEST TO APPROVE RESOLUTION IN THE MATTER OF UPDATING DESIGNATIONS TO THE WASHINGTON <br />COUNTIES RISK POOL <br />HR Director Killgore presented a resolution to update appointments to the Washington Counties Risk Pool <br />due on staffing turnover. Commissioner Osiadacz moved to approve Resolution 2023-027 to update Kittitas <br />County designations to the Washington Counties Risk Pool. Commissioner Wright seconded the motion. <br />Motion was passed; 2:0. <br />DISCUSSION/DECISION – BUDGET UPDATE <br />Budget and Finance Director Carlson provided the Board with a brief update of preliminary year-end 2022 <br />financial data. No action taken. <br />DISCUSSION/DECISION – POSITION BONDS UPDATE <br />Treasurer Cziske presented an update to the Board regarding her research into bonding the positions within <br />the Treasurer’s Office. She explained that bonding her positions up to $45,000 would not require applications <br />from employees, and would increase the County’s annual premium by less than $1,000. The Board expressed <br />support in moving forward. Director Killgore will reach out to the union to get their feedback on the issue and <br />work with Treasurer Cziske to draft formal documents for Board approval. <br />DISCUSSION/DECISION – MAINTENANCE PROJECT MANAGER UPDATE <br />Director Killgore summarized that a new administrative position was approved in the 2023 Maintenance <br />budget. Solid Waste/Maintenance Director Stacey commented that she has made some modifications to the <br />title and job description of the position and requested Board feedback before moving forward with <br />recruitment efforts. The Board reviewed and expressed support of the revisions. <br />CLOSED SESSION – COLLECTIVE BARGAINING – RCW 42.330.140(4)(b) <br />The OPMA does not apply to that portion of a meeting during which the governing body is planning or <br />adopting the strategy or position to be taken by the governing body during the course of any collective
