KITTITAS COUNTY
SHERIFF’S OFFICE

AGENDA STAFF REPORT

AGENDA DATE: February 21, 2023

ACTION REQUESTED: Request to Approve a Resolution Authorizing the Write-off of
Uncollectible Debts owed to the Kittitas County Jail for the year 2016.

BACKGROUND: The Kittitas County Jail is generally responsible for emergency or
necessary health care for inmates pursuant to RCW 70.48.130(2), and collection of
payment from inmates for such treatment is allowed pursuant to RCW 70.48.130(5). Per
RCW 4.16.040(2), there is a six-year statute of limitations for actions where accounts
such as these are receivable. The write-off of uncollectible debt is fiscally responsible
and necessary to provide an accurate measure of Kittitas County’s financial position. The
Sheriff’s Office has recently reviewed collections records obtained from our vendor,
Armada Corporation. The 2016 reports state there to be $19,749.12 in uncollectible debt
which meets the statute of limitations and may be written off.

INTERACTION: This was reviewed and approved by the Kittitas County Prosecutor’s
Office.

RECOMMENDATION: Approve a Resolution Authorizing the Write-off of
Uncollectible Debts owed to the Kittitas County Jail for the year 2016.

HANDLING: Return 1 fully executed original to KCSO.

LEAD STAFF: Sharrie McPherson, Fiscal Analyst
