02/07/2023 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />AUDITORIUM <br />SPECIAL MEETING <br /> <br />TUESDAY 2:00 P.M. FEBRUARY 7, 2023 <br /> <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith; and Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Josh Fredrickson, <br />Engineer; Mark Cook, Public Works Director; Dan Carlson, CDS <br />Director; and 3 members of the public. <br /> <br />PUBLIC HEARING FEE SCHEDULE CDS <br /> <br />At 2:00 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider the <br />2023 Community Development Services Fee Schedule. <br /> <br />DAN CARLSON, CDS DIRECTOR, reviewed a Staff Report and explained how <br />the proposed fee model was reviewed with the current Staff and <br />included expenditures and valuation data to determine the proposed <br />CDS fees for 2023. The fees were divided into three categories <br />including Building Permit Fees for New Construction; Building <br />Fixtures; and Planning Services. <br /> <br />THOSE PRESENT & TESTIFYING: CHAD BALA, TERRA DESIGN GROUP, said it <br />was the first time he heard about a Staff Biologist. He felt that <br />would be redundant since the critical reviews are already done by <br />experts. He asked for additional information in hopes to understand <br />it more. THERE BEING NO OTHERS REQUESTING TO TESTIFY, THE PUBLIC <br />PORTION OF THE HEARING WAS CLOSED. <br /> <br />VICE-CHAIRMAN WACHSMITH moved to approve the proposed Community <br />Development Services Fee Schedule and direct Staff to prepare <br />enabling documents. COMMISSIONER OSIADACZ seconded. Motion carried <br />3-0. <br /> <br />PUBLIC HEARING STOP/YIELD SIGNS BLACK HORSE PUBLIC WORKS <br /> <br />At 2:12 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider <br />amending Kittitas County Code Section 10.08.010 Speed Limits and <br />Section 10.12.020 Stops and Yields for On-System Roads within the <br />Black Horse at Whiskey Creek Planned Unit Development. <br /> <br />JOSH FREDERICKSON, ENGINEER, reviewed a Staff Report and said at the <br />time of adoption of the various roads located within the Black Horse <br />at Whiskey Creek Planned Unit Development was approved onto the <br />Kittitas County Road System, the speed limit and signage was not
