2023-02-15 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />WEDNESDAY 9:00 A.M. FEBRUARY 15, 2023 <br /> <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith; and Commissioner Laura Osiadacz (via Webex). <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; David Ohl, Airport <br />Director; Chelsey Loeffers, Public Health Director; Amy Cziske, <br />Treasurer; and Katrina Mankus, Juvenile Probation Administrator. <br /> <br />SPECIAL MEETING MANAGEMENT TEAM EXEC. COMMITTEE COMMISSIONERS <br /> <br />At 9:00 a.m. Chairman Wright opened a Special Meeting with the <br />Management Team’s Executive Committee. <br /> <br />Amy Cziske, Treasurer, indicated the Management Team members have <br />requested information on how the Board intends on evaluating and <br />prioritizing the upcoming salary survey results, so they are <br />prepared for questions from their employees. Commissioner Osiadacz <br />said there’s been a delay due to the consultant not being able to <br />obtain comparable data with the City of Ellensburg however, the <br />results should be coming in shortly. Chairman Wright explained that <br />the salary survey was part of the information gathering stage and <br />the results may not be budgetarily feasible at this time. <br /> <br />There was discussion on Exempt Employees and various issues that <br />they are wanting to be addressed including timekeeping since every <br />department/office does them differently; increasing the accrual of <br />vacation hours (some Union employees accrue more hours per month <br />than Exempt Employees who max out at 14 hours a month); longevity; <br />training development, education pay, and step increases. There is a <br />group of Exempt employees who have begun meeting to review and <br />prioritize their concerns to bring forward such as those listed <br />previously. The Board felt they’ve been as fair as possible when <br />making decisions in difficult situations. The Board encouraged them <br />to have a discussion and express their concerns with Brian Carlson, <br />Budget & Finance Director, relating to timekeeping as it’s currently <br />being worked on by HR, the Prosecutors office and Director Carlson. <br /> <br />Amy said Greg Zempel, Prosecutor, asked the Executive Committee to <br />have a discussion on increasing the authority to Department Heads. <br />The Department Heads in attendance expressed their concerns of <br />increasing authority to make decisions where they should be made by <br />the Board. <br />
