KITTITAS COUNTY <br />Board of County Commissioners <br /> <br />AGENDA STAFF REPORT <br /> <br />AGENDA DATE: February 7th, 2023 <br /> <br />ACTION REQUESTED: Request to approve PSA for ARCA Recycling Inc. to remove <br />refrigerant containing items from the Ellensburg and Cle Elum Transfer stations for proper disposal <br />and recycling. <br /> <br /> <br />BACKGROUND: Solid Waste received 1,362 refrigerant containing units in 2022. With <br />these volumes staff are not able to keep up with evacuating these <br />units. Solid waste contacted three companies about removing units <br />from our facility, with ARCA being on the Small Works Roster and <br />the most efficient and effective. <br /> <br />ARCA will provide all transportation and labor associated with <br />picking up units at our facility and transporting units to their recycling <br />center. ARCA will handle all refrigerant removal, storage, and <br />disposal according to all local, state, and federal regulations as a part <br />of their recycling process. ARCA will be responsible for any <br />hazardous materials. <br /> <br />INTERACTION: The Prosecutors office has reviewed the PSA. The Prosecutor did not <br />suggest any revisions to the document. <br /> <br />RECOMMENDATION: Approve the PSA for ARCA to remove refrigerant containing units <br />from KCSW sites. <br /> <br />HANDLING: Original – Clerk of the Board <br /> Copy – Auditor <br /> Copy – Prosecutor <br /> <br />ATTACHMENTS: Professional Services Agreement with ARCA Recycling Inc. <br /> <br />LEAD STAFF: Patti Stacey, Director <br /> <br /> <br /> <br /> <br /> <br />
