And to consider amending Kittitas County Code Section 10.08.010 Speed Limits and Section 10. 12.010 Stop and Yield Streets. BACKGROUND: Roan Drive and Dapple Gray Way serve the Palomino Fields Plats Division II through VIII and are connected to W Bowers Road. The phases of the plat were approved at various times beginning with Phase II on May 21, 2019, and the final plat approval for Phase VIII on December 7, 2021. Phase II plat, which includes Roan Drive, dedicates the roads and ways to the public. The remaining phases included Dapple Gray Way, with dedication of right-of- way to Palomino Fields Utilities Inc. The roads were constructed in 2019 and 2020. Both roads were certified through the Public Works Road certification process. Public Works received an On -System County Road Establishment application for Roan Drive and Dapple Gray Way. The road network includes a bridge crossing Town Ditch. This bridge has been inspected as well as the design reviewed to ensure meeting bridge standards. Utilities such as water and sanitary sewer are located within the proposed right-of-way. These utilities are private and would remain privately owned and maintained. Kittitas County Code 12.01.160 identifies the steps for a road to become part of the county road system. This includes planning, design, right-of-way, construction, inspection, acceptance through resolution and warranty period. Roan Drive was planned as a public road. To maintain connectivity through the road network it is being requested that Dapple Gray Way is also brought on as a public road. Both roads were designed to meet public road standards. Roads constructed within the Palomino Fields Development meet Kittitas County standard and have been verified in the field to meet this requirement. These roads have met the design and construction criteria for public roads. Public Works is recommending setting said speed limit at twenty-five miles per hour and placing appropriate signage on the roads. Signage includes a stop sign at the northern connection of Dapple Gray Way at Roan Drive. A redline markup of Kittitas County Code 10.08.010 Speed Limits and KCC 10. 12.010 Stops and Yields is provided for Board consideration. A public hearing is required by County code considering the merits of the on -system road request as well as the consideration to revise Kittitas County Code section 10.08.010 Speed Limits and section 10.12.010 Stops and Yield Streets. INTERACTION: Public Works. RECOMMENDATION: Conduct a Public Hearing to consider a request for on - system road establishment for roads within Palomino Fields Plat Divisions II through VIII. And to consider amending Kittitas County Code Section 10.08.010 Speed Limits and Section 10. 12.010 Stop and Yield Streets. HANDLING: Return one original to Public Works. These roads were inspected by Kisitas County along with all Road Certifications submitted to ft Katitas County Public Works Department for their review and approval, which serves as another benefiting factor to the pubic. A bridge was designed and approved by KRWas County Public Works Department to be Installed. This brdge has since been reviewed verifying and approving that it meets the standarads, as part of the initial bridge approval by Kmltas County. The road system, as conditioned by the Plat, has established a emeroenw access approved by the Kittitas County Fire Marshal and the local Fire District and Kiltilas Q2&v Public w h fore satisfying a plat condition and providing for a second access for emergency services (Ingress and egress). BOARD OF COUNTY COMMISSIONERS COUNTY OF KITTITAS STATE OF WASHINGTON ORDINANCE NO. 2023 - ESTABLISHMENT OF A SPEED ZONE AND THE PLACEMENT OF SPEED LIMIT SIGNS ON THE ENTIRE LENGTH OF ROAN DRIVE AND DAPPLE GRAY WAY AND THE PLACEMENT OF STOP SIGNS AT DAPPLE GRAY WAY AND ROAN DRIVE AND AMENDING SECTION 10.08.010 AND SECTION 10.12.010 OF THE KITTITAS COUNTY CODE WHEREAS: Kittitas County manages roadway speed limits and designates the placement of Stop and Yields in County Code Title 10; and WHEREAS: Changing a speed limit and designating placement of stop and yields on a County Roadway requires amending Section 10.08.010 and Section 10.12.010; and WHEREAS: Kittitas County has determined that twenty-five miles -per -hour is an appropriate speed limit for the entire length of Roan Drive and Dapple Gray Way; and WHEREAS: Kittitas County has determined that the placement of a stop sign at the intersection of Road Drive and Dapple Gray Way will improve safety at this location for vehicular traffic; and WHEREAS: The Board of Kittitas County Commissioners did hold a public hearing on Tuesday, February 7, 2023, at 2:00 pm to hear public testimony regarding the establishment of speed zone and placement of speed limit signs and Stop signs on the above listed roads; and NOW, THEREFORE BE IT ORDAINED that the Kittitas County Board of County Commissioners, after due deliberation and in the best interest of the public, does hereby establish a 25 mile -per -hour speed limit on the entire length of Roan Drive and Dapple Gray Way; and authorizes the placement of Speed Limit signs and Stop signs at the above stated locations and amending Kittitas County Code Section 10.08.010 and Section 10.12.010 as indicated in Exhibit A.
