KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />2023 AGENDA STAFF REPORT <br />AGENDA DATE: February 7, 2023 <br />ACTION REQUESTED: Conduct a Public Hearing to consider a request for on - <br />system road establishment for roads within Palomino Fields <br />Plat Divisions II through VIII. And to consider amending <br />Kittitas County Code Section 10.08.010 Speed Limits and <br />Section 10. 12.010 Stop and Yield Streets. <br />BACKGROUND: Roan Drive and Dapple Gray Way serve the Palomino <br />Fields Plats Division II through VIII and are connected to <br />W Bowers Road. The phases of the plat were approved at <br />various times beginning with Phase II on May 21, 2019, <br />and the final plat approval for Phase VIII on December 7, <br />2021. <br />Phase II plat, which includes Roan Drive, dedicates the <br />roads and ways to the public. The remaining phases <br />included Dapple Gray Way, with dedication of right-of- <br />way to Palomino Fields Utilities Inc. The roads were <br />constructed in 2019 and 2020. Both roads were certified <br />through the Public Works Road certification process. <br />Public Works received an On -System County Road <br />Establishment application for Roan Drive and Dapple Gray <br />Way. The road network includes a bridge crossing Town <br />Ditch. This bridge has been inspected as well as the design <br />reviewed to ensure meeting bridge standards. <br />Utilities such as water and sanitary sewer are located within <br />the proposed right-of-way. These utilities are private and <br />would remain privately owned and maintained. <br />Kittitas County Code 12.01.160 identifies the steps for a <br />road to become part of the county road system. This <br />includes planning, design, right-of-way, construction, <br />inspection, acceptance through resolution and warranty <br />period. <br />
