COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
CONFERENCE ROOM
SPECIAL MEETING
MONDAY 3:00 P.M. JANUARY 30, 2023
Board members present: Chairman Cory Wright; Vice-Chairman Brett
Wachsmith; and Commissioner Laura Osiadacz.
Others: Julie Kjorsvik, Clerk of the Board; Greg Zempel,
Prosecutor; and Chris Horner, Deputy Prosecutor.
SPECIAL MEETING EXECUTIVE SESSION COMMISSIONERS
At 3:07 p.m. Chairman Wright opened a Special Meeting and announced
the Board would recess into an Executive Session for twenty (20)
minutes with Chris Horner, Deputy Prosecutor and Greg Zempel,
Prosecutor, to discuss with legal counsel representing the agency
matters relating to agency enforcement actions, or to discuss with
legal counsel representing the agency litigation or potential
litigation to which the agency, the governing body, or a member
acting in an official capacity is, or is likely to become, a party,
when public knowledge regarding the discussion is likely to result
in an adverse legal or financial consequence to the agency. There
was no action anticipated.
At 3:27 p.m. the Board reconvened out of Executive Session. There
was no action taken.
At 3:27 p.m. Chairman Wright announced the Board would recess back
into an Executive Session for ten (10) minutes with Chris Horner,
Deputy Prosecutor and Greg Zempel, Prosecutor, to discuss with legal
counsel representing the agency matters relating to agency
enforcement actions, or to discuss with legal counsel representing
the agency litigation or potential litigation to which the agency,

counsel representing the agency matters relating to agency

was no action taken.
At 3:48 p.m. Chairman Wright announced the Board would recess back
into an Executive Session for five (5) minutes with Chris Horner,
Deputy Prosecutor and Greg Zempel, Prosecutor, to discuss with legal
counsel representing the agency matters relating to agency
enforcement actions, or to discuss with legal counsel representing
the agency litigation or potential litigation to which the agency,
the governing body, or a member acting in an official capacity is,
or is likely to become, a party, when public knowledge regarding the
discussion is likely to result in an adverse legal or financial
consequence to the agency. There was no action anticipated.
At 3:53 p.m. the Board reconvened out of Executive Session. There
was no action taken.
Other Business:
The Board agreed to authorize up to $2,500.00 for relocation
assistance for a candidate that Greg Zempel, Prosecutor, was
requesting to hire as a Deputy Prosecutor. They indicated the
allocation would be on a reimbursable basis, with receipts, and if
the employee were to leave employment before 6-months of employment,
they would be responsible for paying back the amount to the County
that was reimbursed to them.
The meeting was concluded at 3:57 p.m.
