JANUARY 17, 2023 <br /> <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith; and Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works <br />Director; Neil Caulkins, Deputy Prosecutor; David Ohl, Airport <br />Director; Josh Fredrickson, Engineer; and 5 members of the public. <br /> <br />PUBLIC HEARING MITCHELL AERONAUTICAL LEASE AIRPORT <br /> <br />At 2:00 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider a <br />request to approve an Aeronautical Lease with Ron Mitchell. <br /> <br />DAVID OHL, AIRPORT DIRECTOR, provided a Staff Report and explained <br />how Ron Mitchell had been a long-time tenant at the airport with <br />good standing and recommended approval of the lease. <br /> <br />THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE <br />HEARING WAS CLOSED. <br /> <br />LEASE MITCHELL AERONAUTICAL LEASE AIRPORT <br /> <br />VICE-CHAIRMAN WACHSMITH moved to approve an Airport Hangar Ground <br />Lease between Kittitas County and Ron and Sonja Mitchell, Bowers <br />Field Airport Binding Site Plan Amendment, Lot H-33. COMMISSIONER <br />OSIADACZ seconded. Motion carried 3-0. <br /> <br />PUBLIC HEARING BLACK HORSE AT WHISKEY CREEK PUD PUBLIC WORKS <br /> <br />At 2:04 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider a <br />request for an On-System Road Establishment for Roads within the <br />Black Horse at Whiskey Creek Planned Unit Development. <br /> <br />CHAIRMAN WRIGHT said he had recused himself in the past when issues <br />relating to Black Horse had come before the Board, but indicated <br />there was no plat issue to be discussed today and he felt he could <br />be impartial in the matter. There were no concerns expressed. <br /> <br />JOSH FREDRICKSON, ENGINEER, reviewed a Staff Report and indicated <br />their office received an On-System County Road Establishment <br />application for roads serving the north half of the first phase of <br />the Black Horse at Whiskey Creek Planned Unit Development (Black <br />Horse). He explained how the roads were constructed and they had met <br />the public standard. They were also verified in the field to meet
