the County's making (or failure or delay in making) such inspection or approval shall not
relieve Contractor of its responsibility to perform the Services in accord with this
Agreement, notwithstanding the County's knowledge of defective or non-complying
performance, or the substantiality or ease of discovering the same. Contractor shall provide
the County with sufficient, safe, and proper facilities and equipment for such inspection and
free access to such facilities.

modification of any provision of this Agreement shall be valid unless set forth in a written
amendment to the Agreement signed by both parties.
Notice for any purpose under this Agreement, except service of process, shall be given by

this Agreement. Contractor further warrants to the County that Contractor has made no
misrepresentation or misleading statement in connection with this Agreement, and is not in
violation of any applicable law, ordinance, or regulation the consequence of which will or
may materially affect Contractor's ability to perform its obligations under this Agreement.
g. lf any term or condition of this Agreement or the application thereof to any person(s) or
circumstances is held invalid, such invalidity shall not affect the other terms, conditions or
applications which can be given effect without the invalid term, condition or application. To
this end, the terms and conditions of this Agreement are declared severable.
h. The exclusive venue for any action brought to enforce this Agreement or any of its terms
shall be in Kittitas County, State of Washington.
The performance of this Agreement is subject to termination without liability by either party
upon the occurrence, or upon the prediction by the National Oceanic and Atmospheric
Administration, any other agency of the United States Government, or any agency of the
Government of the State of Washington of the occurrence of any circumstance beyond the
control of either party-including, without limitation, acts of God, war, acts of terrorism

notice of the prediction of any of the above occurrences. To the extent feasible within the
constraints imposed by any event of the type described above, the parties agree that if the
triggering event is of apparently or likely transitory effect, the parties may negotiate such
amendments to the agreement that are mutually satisfactory and not otherwise contrary to
law, including but not limited to a change in the dates for completion of any portion or the

As the largest publ,c eveni for KEEN, WindFall will conlinue to showcase central
Washington at the height of the fall season.
Hard cider ls the nation's fastest growing beverage and that industry continues to
gain fans from around the country. Washington State is a hothouse of cideries and
is globally known as lhe apple capital of the world.
We have done this event twice now and Ciderhouses are now asking WindFall if
they may altend. Musicians are asking WindFall how they can get a chance on the
stage. Community members are asking how they can get involved-
We are fo(unale to work with veteran music festival producers, Chinook
Entedainment, and add the Chinook "Where Great Music Meets the Great
Outdoors" experience to the event.
h 2A21 we welcomed bands from across the country:
Hardwood Heart from Wyoming, Warren G. Hardings from Alabama. Massy
Ferguson frorr Seatile, McKay & Leigh from Texas, lckes & Hensley from
Tennessee, and local Ellensburg band Wavesons.
Equal parts craft cider tasting and outdoor concert, WindFall appeals to a wide,
adult audience. Travelers around the state have identified a new destination event
where they can "meet in the middle" with friends who live on the opposiie end of l-
90.
Our 2021 online ticket list is attached. lt tracks aboui 250 of our guests. We also sold
about 300 tickets at the door but square did not track addresses...we'll have to fix

Application Questions . Parl 2
Describe ihe p.ior success of your evest/activjtyfacility ilr atlrartion tourists.
We are still collecting our 2A21 hotel data.
Our 201 I and 201 9 events grew exponentially and we had hoped for a successful
2020 event which was cancelled due to Covid. ln 2021 , we required all attendees
show proof of vaccination which drastically increased our ticket sales.
We had about 500 attendees in 2021 with larger name bands and 10 cider houses.
The PNW Cider Girl (a social media influencer) attended this year and promoted the
event on social media for us. PNW Axe Throwing was a hugely popular addition io
the event, and Ellensburg Hoops also attended adding some flair and uniqueness to
the event.
Brosky's Food Truck provided food for attendees, and Ellensburg Desserts created
unique cider-paired cupcakes for sale at the event.
Using Cognito Forms for on-line ticketing, we collect all emails and mailing
addresses of all tickets sold on line, and all sales of tickets, gift certificates and
promotional give-aways are also added to that database. 2A21 altendance data is
attached as an upload.
ln addition, we have day-of ticket sales purchased at the window. But square does
not capture addresses, so we'll have to work on that for next year. We have about
300 day-of ticket sales.
ln 2019 Cider houses requested hotel information and camping information, adding
at least ten rooms for the weekend lhat we are aware of.
We also reserve four rooms forthe bands for one night each.
This year we had 4 RV overnights representing about 14 people, and 2 tents with 5
people staying on site.
Ticket sales to out of area visitors (50 miles or more) are estimated to be 2/3 of
total ticket sales based on previolts years. ln 2A21 we had 500 guests and 60% of
them were from msre than 50 rniles away.

Describe holv you will promole your event/activity/facility to altaact tourists.
We will again use diverse marketing methods to achieve widespread print,
digiial, radio advertising targeted to our audience.ln 2021 , we added The Stranger,
Cherry Creek Media, and the Fair Guide to our advertising.
We will work closely again with Chinook Entertainment to schedule big name bands
coming from outside the immediate region AND who have a following that will kavel.
Their 2022 proposal is attached.
Bands with good marketing and loyal audience will be given preference over
others.
We have two local Kittitas County cider houses. Cideries with established clientele
and followers will have a higher priority than those with little or no marketing ability
or fan base. Having cideries from out of state proved to be problematic due to the
naiure of WSLCB, but having vendors from Spokane, TriCities, ihe Olympie
Peninsula, and around the state will happen again.
Our partnership with Sip NorthWest and CiderCraft magazines iargets a very wide
area (entire west coast) but the publications are selective as to audience. Their
subscribers are mostly in Washingion, but are affluent tourists - craft beverage
tourists. Their print magazrnes are widely diskibuted, heavily along the l-5 corridor
from Portland to Bellingham, in high end hotels, restaurants, winerys, breweries, etc.
and their digital presence is far wider. Their goal is to sell the whole northwest as a
craft beverage vacation destination. They will provide data to us regarding location
of interested people (that click through to our website) at the conclusion of this year's
advertising plan.
Facebook and lnstagram advertising on our WindFall sites will again be utilized. We
have excellent response rates to lhose ads.
For 2A22 we anticipate working with the Chamber of Commerce again to conduct
and focus our efiorts, ihey may recommend other avenues of outreach for our
marketing.

Our collaborations include working with Chinook Entefiainment and Chinook Fest

WSU's Master Cidermaker program has proven to be a great padner, and will
increase their involvement for 2022.
KEEN is a member of the Kittitas County Chamber of Commerce and our all
volunteer board brings connections with CWU, conservation groups, and downtown
business owners.
CWU Recreation and Tourism program provides practicum students to help
manage and plan the event and we anticipate that they will again be supportive.
We were building a partnership with the NorthWest Cider Association, the US
regional organization promoiing apples, growers.cidermakers and distributors from

for 2021.
With them, Cidercraft. and WSU, we will be solidly set as a leader of cider events.

Keeping great musicians is critical, and balancing what's affordable with what's
exciting and attractive to ticket buyers, will continue to be something that we
monitor closely. We also plan to build the partnership wiih Chinook Entertainment
so that one day the partnership has them paying for the talent and KEEN can focus
on other elements of the event.
CiderCraft/Sip and NW CiderAssociation have both indicated that they would
suppo( (sponsor) a juried/competitive program, which would attract the very
highest quality products from around the State. NW Cider Assn may help us
negotiate the pathways to being able to offer out of state products. Beverage
competitions charge entry fees, and that would increase our income and boost our
cachet. Which in lurn would make us more attractive to sponsors.

Aur 2021 event came close to being cancelled, but in Augusi we decided to require

announcing the requirement.
The change made people feel safe and comfortable at lhis event. We also moved
our cider houses out of the indoor rooms at Western Town so that nearly the entire

Additional lnformation 2021 was only our third Ciderfest, and the feedback we heard was that it was
extremely well planned and the feedback from ciderhouses, publications and others
in the indusiry has been entirely positive. Many of ihem now have WindFall on their
radar as having a capable team with good suppofi from the Ellensburg/Kittitas
County community.
There are several connections which have been identified that we will strengthen in
the next planning process, and be able to take advantage of with more time and
organization. But interest has been documented and the willingness of people
to step out for such a memory-making getaway event is proven.
Attached is Chinook Eniertainment's proposal for 2022
This event is designed to highlight the agricultural environment that is not only
Kittitas County but all of Central Washingion. It draws attention to smaller family
farnrs, and the increasingly diverse ways thai our rural nature is sustained by
producing orchard commodities in a newer ways (that are actually really old).
Cider is indeed irending, with a growing audience who support the market because.
they like the flavor; they like the variety of flavors; they like that it's locally made:
they like thal small orchards are getting a new lease on life: they like a frosty adult
beverage on a hot day (and they're maybe a little tired of beer)t they are avoiding
gluten; they are focused on buying orgarricllocal, they want to try making it
themselves; they want to share it with others.
The music has also proven to be a great draw. Roots Music across the region
continues to have a loyal audience. and in fact, attendance at Chinook
Entefiainment festivals is increasing although their 2020 event was cancelled due to
covid and 2021 was cancelled due to fires nearby their location.

Please explaiD.
WindFall is dale specific, and we will be promoting fudher in advance and further
away from Ellensburg. with more intensity, than in 2021.
Publication advertising will be refined. Our partnership with Sip NorthWest and
CiderCraft Magazines will begin earlier, and add print to their digital presence.
They will, at the conclusion of the publishing/financial cycle, provide the data which
wrll demonstrate their effectiveness (not avatlable at time of grant application).
We will compile data from Cognito Forms and Square. We'll have that available
during presentations to CLTAC in November.
At the event in 201 9 we surveyed attendees but found that doing the survey at an
event where alcohol is imbibed.".might not be the best method. We awarded
benefits for returned surveys, but they were still not well filled out. We did not have
enough volunteers in 2A21 b do day-of surveys, but we have sent out a survey to all
2021 tickel holders.
We are still awaiting results from aur 2A21 emailed survey to all ticket holders.
ln addition, our Cognito forms ticket sale/registration will have a survey included
with required answers:
-Zip code of residence?
-Staying the night?
-How many nights?
-How many people in your party?
-With a friend or in paid accommodations?
-Will you attend next year?
-Will you invite friends to attend with you?
-ls there a band you recommend that you would travel to see?
-How did you hear about this event?,
-What is the best way for you to hear about events like this?
-Will you spend any extra leisure time exploring Ellensburg and
Kittitas County?
