For many years Cle Elum had becorre a quiet, somewhat sleepy iown with liitle
variety to offer tourists. lt was known as a quick stop for coffee and a restroom.
maybe a few groceries at Safeway on top of the hill. Moving traffic to the downtown
was a challenge. In the
'ast
two years Cle Elum has changed as new retail,
restaurants, and our master plan which includes a facelift in the downtown have
started. ln addition, with the work of the Cle Elum Downtown Assocjation in creating
new events. working collaboratively to expand events, and successfully building
padnerships to comarket Cle Elurn. there has been a shift in how tourists see and
experience our downtown community. Cle Elunr has regained popularity and is now
seen as a destination.
Another factor that has helped Cle Elum build a nrore vibrant ahrosphere is that
there are new entrepreneurial businesses featuring local artisans and crafters who
have begun emerging arrd are seeking business locations to sell and share their
work. We began experiencing this growth this past summer with many new vendors
at the Cle Elum Public Markets we held this past summer.
Our goal is to encourage new businesses. increase creative outlets, and offer events
that attraci tourism to our community in Cle Elum. This encouragement will build on
the pride and excitement our business community is experiencing. Until recently,
most business owners would send tourists to Roslyn or Suncadia to add to their
experience. With the growth of new busrnesses and restored buildings. business
owners are now encouragrng tourists to other downtown locations to-
Building on the growing popularity of our community and the new opportunities to
explore in our downtown, we feel confident that these new events. centered around
arts and creative oppodunities, will be inviting and encourage more tourism and
visits to Cle Elum, strengthening our identity as a destination.

One of the positive outcomes of COVID has been that Cle Elum has become a
destination location. We are considered close enough for weekend travel to a
destination that offers a mix of experiences. Cle Elum has become known as being
"halfu/ay to everywhere." Our retail businesses oflen share that they are hearing
from shoppers how excited they are about visiting Cle Elum and seeing all the
posttive changes. Traveling to Cle Elum from places one - two hours away is
gatning popularity as our business community continues to offer more for a vrsitor to
explore and experience.
The Association is using the findings from our 2021 strategic marketing study, which
have identified ways we can strengthen our reach to places fifiy miles out or more.
One of the most cost effective and efficient ways is to continue in our efforts to
increase pafiicipation and visitors through online marketing. This year alone, our FB
post reach has increased by 453%, and our FB post engagement has rncreased by
168%. We have produced event marketing materials that can be launched through
social media. shared by our partners, and placed directly in lodging facilities. Our
use of QR codes to collect zip code inforrration provides validation that we are
reaching rnany different locations. This summer our Public Market event cards
reported 63 different zip codes, including 2 countries.
As shared above, we are building on the growing popularity of our community and
the new opportunities to expiore in our downtown. We feel confident that these new
events, centered around arts and creative opportunities will be inviting and
encourage more tourism and visits to Cle Elum, strengthening our identity as a

The Cle Elum Downtown Association has worked sirategically to build partnerships

worked with North Kittitas County Tribune, Kittitas County Chanrber of Commerce.

and others to comarket, share and collaborate on events and activities which attract
tourists. Drawing on this work and our past success with events. we will develop a
very strategic and well-designed promotions plan that will be released through radio.
prini, and social media iools. Businesses and vendors who are participants will also
help promote the art events through their channels.
By distributing printed materials, orrline marketing, paid ads online, radio, and ads in
newsprint our marketing will reach an audience 50 miles or farther. ln additron. we
will continue to comarket with our partners and comntunicate with our lodging

5l Future Plans
Please explain what plans exist to allow this project to become self-sustaining. lnclude any plans for ticket sales,
event sponsors, and other cost-recovery models.
Future Plans *The Cle Elum Downtown Association has been able to identify additional
oppodunities to help with our budget. As costs of events increase, primarily due to
the need to offer safe environments through additional PPE supplies, we are already
reViewing !his increase and looking at options that will help.
Through increased opportunities for businesses sponsorships, we have been able to
help cover some costs of our events. This outcome is relatively new for our
association, and it is an opportunity that corporate businesses are looking for. As a
result, our sponsorship opportunities have not only grown in the number of
sponsors, but also at the sponsorship level.
Our new "Partnership" donor program will soon be online. The intent is to encourage
businesses, organizations. corporations, and individuals to support their association
through diflerent partnership donor levels. A portion of funds from this program can
be allocated to event budgets.
With the success of an increase in the Main Street Tax lncentive Program, our
association will be able to obtain additional B&O tax dollars from businesses who
are interested in donating and receiving a tax incentive credit. A portion of this
increase will be added to the Promotion's Cotxmittee budget for rnarketing and
events.

COVID-19 lnfOrmatiOn l1 yoLr lrad a plannerl evcnt rn 2o2o or 2021. whelher lirey were :ble ta tak,- place cr loi. please describe any
su.rcesses and challenges yoo 3xl)eBenceil.
The ongoing challenges of COVID 19 have continued to impact our events and
activities. However, our Board of Directors and committee members have been
creative in addressing these impacts. We have irnplemented a planning fonnat that
allows for activities and events to flow through town. Moving from business to
business, pocket park to pocket park, this allowed us to safely offer activities. Our
activities this past year were held, but in many cases modified to meet safety
requirements for COVID.
For Pioneer Days 2021 , due to crowd concerns, we did not offer a full menu of
activities in downtown Cle Elum. Our vendor market and Kid Zone were not offered,
and the 3 on 3 basketball iournament was canceled. However, our Associalion
continued to bring Pioneer Days partners together to identify activities that were
going to be held and to encourage a "flow" of actrvities throughout Cle Elum, Roslyn,
Ronald. and Suncadia Resort. We also worked with businesses like Dru Bru to
develop outdoor games for fanrilies. As a result, we were able to identify a full menu
of offerings ihat were then advertised locally. online, and through the efforts of all
partners. We had a very successful. safe. and fun Pioneer Days weekend.
We successfully introduced a Mother's Day Market with pop-ups in retail. food. and
beverage locations. Vendors were placed on the sidewalk and people were
encouraged to shop and explore downtown during that weekend. Another successful
venlure that we were able to safely hold was the new Cle Elum Public Market
downtown. Working with the Kittitas County Health Depar.tment we were able to
develop a safe layout to space vendors and a safe foot route for market visitors.
For Boo-Elum, our fall signature event, was not held as a "Trunk or Treat" event like
normal on First Street. We adapted and had a "Boo Cruize" where our trunk or
treaters drove through neighborhoods bringing treats to them. For 2021 , we are
planning four different ways to hold this event and watching COVID numbers to
determine how it will take place. We are planning two safe events: a Scarecrow
Contest and a Pumpkin Path, to offer the opporlunity for families. businesses. and
visitors to enjoy Halloween.
We are currently in the planning phase for our annual Christmas in Cle Elum, again
looking ai different ways to safely offer a festive tinre during a peak season of
tourists and retail business sales-

Additional lnformation Working with the Kittitas County Chamber of Commerce, our association was able to
receive lodging data for this past year.
Based on these data points from Star Destinatjon Report and Kittitas County
Chamber of Commerce, we predict 1'1 ,025 people will travel to Upper County in
2022'from 50+ miles outside of the county for leisure activities. ln addition, we
predict this could bring 4,320 rooln nights at the average ADR of $103.88. equaling
a total impact of $448,762 to the upper county area.
Tlre demand of hotel roorx nights sold in 2020 in the county was 41,851 ior leisure
travel that includes events, Upper County properties selling 17,282 hotel room
nights. 25% of that number, (the average percent of 50 miles or further kaveling for
events) = 4,320 room nights.
These visitors' activities may include festivals and events. retail shopping. dining,
ouidoor recreation, and overnight stays.

Please explain.
We use multiple methods of calculating participants and where they are traveling
from. These methods include zip code tracking, direct counts, and informal surveys
This past year we added a zip code tool to our event cards which has allowed us to
track a percentage of travelers attending evenis and activities. This method has
allowed us to validate that our events are attracting visitors frorn greater than 50
miles in distance- We have also been able to validate that tourists from outside of
the Siate of Washington and even ihe United States are stopping and exploring Cle
Elum.
Our direci count methods include conducting walking counts throughoui our events.
This is occurring at least every half hour out at locaiions where events are being
held. We also ask retail partners to help keep track by counting shoppers in their
businesses.
Additionally, we measure our results through Google analytics, registration forms,
and social media reports on ads placed and engagements. We will also be adding
data from our new website which will feature as our hub for communication.
Starting in 2A22. we will be adding an informal survey to our marketing materials,
asking participants whether they are lodging overnight during their experience at our
events. At this time, it is hard to collect data directly from our hotels. this process will
allow for a sarnpling of findings in relation to lodging.

We will increase our sponsorship levels for work with our retail, food. and beverage
businesses to seek sponsorships and support for our events. Our past results will
help support that what we are doing for them as their association is of benefit and
their sponsorship and support is crucjal in the ability to continue offering the event or
events.
Our Outreach Committee, whose primary function is to seek and attain funding, will
need to do a greater search of funding opportunities and develop income earning
options during events to cover the shortfall.
All our events and marketing of Cle Elum are funded in part by the Cle Elum
Downtown Association budget. Additional funding to support our year-round
marketing and aciivities cornes from supporl through business sponsorsl-rips,
donations, and additional granis. The association will need to solicit additional
