JANUARY 3, 2023 Board members present: Chairman Cory Wright; Vice-Chairman Brett Wachsmith; and Commissioner Laura Osiadacz. Others: Julie Kjorsvik, Clerk of the Board; Ben Kokjer, Chief Deputy; David Ohl, Airport Director; Mark Cook, Public Works Director; Bryan Elliott, Auditor; Patti Stacey, Solid Waste Director/Interim Maintenance Director/Project Manager; and 8 members of the public. CALL TO ORDER Commissioner Osiadacz called the meeting to order. PLEDGE OF ALLEGIENCE Commissioner Osiadacz led the Pledge of Allegiance. NOMINATIONS FOR 2023 CHAIRMAN AND VICE-CHAIRMAN Commissioner Wachsmith moved to nominate and appoint Commissioner Wright to serve as the 2023 Chairman of the Kittitas County Board of Commissioners. Commissioner Osiadacz seconded. Motion carried 3-0. Chairman Wright moved to nominate and appoint Commissioner Wachsmith to serve as the 2023 Vice-Chairman of the Kittitas County Board of Commissioners. Commissioner Osiadacz seconded. Motion carried 3-0. INTRODUCTION OF NEW COUNTY EMPLOYEES The newly elected Auditor Bryan Elliott was introduced and welcomed to Kittitas County. PROCLAMATIONS – NONE AWARDS & RECOGNITIONS - NONE APPROVAL OF AGENDA Vice-Chairman Wachsmith moved to approve the Agenda, as amended, by moving Consent Item L to Board Discussion & Decision. Commissioner Osiadacz seconded. AGREEMENT WALLA WALLA COUNTY DEPT OF COMMUNITY HEALTH PUBLIC HEALTH Approve Amendment #1 to Service Agreement #22-20 between the Walla Walla County Department of Community Health and the Kittitas County Public Health Department, for a new total in the amount of $32,500.00 from July 1, 2022, through June 30, 2023. AGREEMENT 509 FACILITY SERVICES, INC. PUBLIC HEALTH Approve an Agreement between Kittitas County and 509 Facility Services, Inc. to provide professional decontamination of spaces previously occupied by individuals under isolation or quarantine orders from October 1, 2022, through October 1, 2023. 01/03/2023 MINUTES 3 AGREEMENT COMPREHENSIVE HEALTHCARE PUBLIC HEALTH Approve a Professional Services Agreement between Kittitas County and Comprehensive Healthcare, in the amount of $25,000.00 to support COVID- 19 recovery and advance health equity for high-risk or underserved populations, and to utilize non-clinical interventions to address behavioral health concerns related to COVID-19, from December 1, 2022, through October 31, 2023. SET PUBLIC HEARING RON MITCHELL AERONAUTICAL LEASE AIRPORT Approve Setting a Public Hearing to consider renewing Ron Mitchell’s Aeronautical Lease on Lot H-31 at Bowers Field, to be held on Tuesday January 17, 2023, in the Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk to publish said notice. RESOLUTION 2023-002 J-U-B ENGINEERS, INC. AIRPORT Approve Resolution No. 2023-002, Authorizing a Professional Services Agreement between Kittitas County and J-U-B Engineers, Inc., in the amount up to $32,142.60, to provide civil engineering and administrative support services to Bowers Field owned by Kittitas County on a as-needed basis, from January 1, 2023, through December 31, 2027. LEASE C.R. WALES INVESTMENTS, LLC MAINTENANCE Approve a Commercial Building Lease between Kittitas County and C.R. Wales Investments LLC, for the Bowling Alley located on Parcels 18374, 133734, 193734, beginning January 1, 2023, through January 31, 2028. AGREEMENT RESCIND TRIPLE L, LLC SOLID WASTE Approve an Agreement to Rescind a Purchase and Sale Agreement between Kittitas County and Triple L, LLC (Randy H. Lamb, Manager), and to release the earnest money. AGREEMENT WA STATE PARKS & RECREATION COMMISSION SHERIFF Acknowledge Agreement No. MLE 123-407, between the Washington State Parks and Recreation Commission acting by and through its Marine Law Enforcement Program and the Kittitas County Sheriff’s Office, from December 6, 2022, through September 30, 2023. RESOLUTION 2023-003 WA STATE PARKS & RECREATION COMMISSION SHERIFF Approve Resolution No. 2023-003, Authorizing an Interlocal Agreement between the Washington State Parks & Recreation Commission and Kittitas County, Washington for Boating Safety and Education Services, from 01/03/2023 MINUTES 4 November 17, 2022, through September 30, 2023. REQUEST TO APPROVE A RESOLUTION TO AWARD THE DISTRESSED COUNTY SALES & USE TAX FUNDING FOR 2023 AND DIRECT STAFF TO PREPARE PUBLIC FACILITY GRANT AGREEMENTS FOR 2023 AWARD RECIPIENTS – ITEM MOVED TO BOARD DISCUSSION & DECISION REQUEST FOR PROPOSALS HOME, BARN, ARENA & GARAGE DEMO PUBLIC WORKS Approve a Request for Proposals for Manufactured Home, Barn, Arena and Garage Demolition and Salvage proposal in Kittitas County, to be accepted until February 3, 2023, at 4:00 p.m. in the Public Works Department 411 N. Ruby Street, Suite 1 Ellensburg, WA and to authorize the Clerk to publish said notice. SET PUBLIC HEARING ON-SYSTEM RD BLACK HORSE PUBLIC WORKS Approve Setting a Public Hearing to consider a request to consider an On-System Road Establishment for Roads within the Black Horse at Whiskey Creek PUD, to be held on Tuesday January 17, 2023, at 2:00 p.m. in the Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk to publish said notice. CORRESPONDENCE – NONE ADMINISTRATIVE MATTERS - NONE CITIZEN COMMENTS ON NON-AGENDA ITEMS - NONE BOARD DISCUSSION/DECISION ITEMS - NONE RESOLUTION 2023-001 AWARD DISTRESSED SALES & USE TAX PUBLIC WORKS Vice-Chairman Wachsmith moved to approve Resolution No. 2023-001, Awarding the 2023 Distressed County Sales and Use Tax Funds, including Ellensburg Business Development Authority dba CenterFuse $72,000.00; Kittitas County Chamber of Commerce $92,000.00; Snoqualmie Pass Utility District $270,000.00; City of Cle Elum $591,000.00; and the City of Kittitas $475,000.00. Commissioner Osiadacz seconded. Motion carried 3- 0.
