2023 AGENDA STAFF REPORT
AGENDA DATE: January 3, 2023
ACTION REQUESTED: Request to schedule a Public Hearing for January 17, 2023,
at 2:00 pm local time to consider a request for on -system
road establishment for roads within the Black Horse at
Whiskey Creek PUD.
BACKGROUND: D R Horton is seeking final occupancy on several housing
units. Roads constructed within the Black Horse at
Whiskey Creek PUD have met the design and construction
criteria. Public Works received an On -System County Road
Establishment application for the roads serving the north
half of the plat. Current county code only allows for a ten
percent maintenance bond for the road system. Staff has
determined the risk is low enough that collecting and
managing the ten percent maintenance bond is likely more
trouble than the bond is worth. A public hearing is required
by County code considering the merits of the on -system
road request.
INTERACTION: Public Works.
RECOMMENDATION: Schedule a public hearing for January 17, 2023, at 2:00 PM
local time hearing a request for on -system road
establishment for roads within the Black Horse at Whiskey
Creek Planned Unit Development.
HANDLING: Return one Notice of Public Hearing to Public Works.
