Chairman Osiadacz called the meeting to order.

CERTIFICATE JERRY PETTIT COMMISSIONERS
Vice-Chairman Wright moved to approve a Certificate of Appreciation to
Jerry Pettit, Auditor for his leadership and dedicated service to the

citizens of Kittitas County from February 1, 2005, through December 31,
2022. Commissioner Wachsmith seconded. Motion carried 3-0.
CERTIFICATE DARRYL ELLIS COMMISSIONERS
Vice-Chairman Wright moved to approve a Certificate of Appreciation to
Darryl Ellis, Upper County District Court Judge, for his leadership and
dedicated service to the citizens of Kittitas County from January 1,
1997, to January 8, 2023. Commissioner Wachsmith seconded. Motion
carried 3-0.
APPROVAL OF AGENDA
Vice-Chairman Wright moved to approve the Agenda, as amended, by moving
Consent Items D, P, and R to Board Discussion & Decision. Commissioner
Wachsmith seconded. Motion carried 3-0.
CONSENT AGENDA
At the conclusion of reviewing each item Vice-Chairman Wright moved to
approve the Consent Agenda, as amended, noting Items D, P, and R were
moved to Board Discussion & Decision. Commissioner Wachsmith seconded.

RESOLUTION 2022-246 HOPESOURCE SCHOLARSHIP PROGRAM COMMISSIONERS
Approve Resolution No. 2022-246, Authorizing a Professional Services
Agreement for the Provision of the Youth Recreational Scholarship
Program for 2023-2024.
RESOLUTION 2022-247 EMS & TRAUMA CARE COUNCIL EMS
Approve Resolution No. 2022-247, Authorizing an Interlocal Agreement
with Kittitas County Emergency Medical Service and Trauma Care Council
for Coordination of Emergency Medical Services.
REQUEST TO APPROVE A PROFESSIONAL SERVICES AGREEMENT BETWEEN KITTITAS
COUNTY AND JRP INNOVATIVE SOLUTIONS FOR DEVELOPMENT AND COORDINATION OF
COUNTY RURAL BROADBAND INITIATIVE – ITEM MOVED TO BOARD DISCUSSION &
DECISION.
RESOLUTION 2022-248 KITTITAS VALLEY HEALTHCARE PUBLIC HEALTH
Approve Resolution No. 2022-248, Authorizing an Interlocal Agreement
between the Kittitas County Public Health Department and Kittitas Valley
Healthcare for Emergency Vaccine Storage.
AGREEMENT QUIET CADENCE PUBLIC HEALTH
Approve a Professional Services Agreement between Kittitas County and
Quiet Cadence, to support COVID-19 recover and advance health equity for
high-risk or underserved populations, from December 1, 2022, through
October 31, 2023.
CONTRACT WA STATE HEALTH CARE AUTHORITY PUBLIC HEALTH
Approve Amendment No. 1 to Contract No. K4649 Medicaid Admatch, between
the Kittitas County Public Health Department and the Washington State
Health Care Authority, to support Medicaid related outreach and linkage
activities performed by the Kittitas County Public Health Department to
Washington State residents who live within Kittitas County.
CONTRACT DEPARTMENT OF HEALTH PUBLIC HEALTH
Approve Amendment No. 9 to Contract Number CLH31015 between the
Department of Health and the Kittitas County Public Health Department,
for DCHS-ELC COVID-19 Response, effective January 1, 2022, through
December 31, 2024.
CONTRACT DEPARTMENT OF HEALTH PUBLIC HEALTH
Approve Amendment No. 10 to Contract Number CLH31015 between the
Department of Health and the Kittitas County Public Health Department,

for COVID-19 LHJ Vaccination – ARPA – beginning January 1, 2022, through
December 31, 2024.
MYLARS FOREST RIDGE PH. 4 PLAT CDS
Approve the Mylars granting final approval for the Forest Ridge Ph. 4
Plat (LPF-22-00006 & LP-08-00014) for fifty-seven (57) lots and five (5)
Open Space tracts on nine (9) parcels, located northeast of the City of
Cle Elum, with most of the lots off Forest Ridge Drive.
MYLARS FOREST RIDGE PH. 5 PLAT CDS
Approve the Mylars granting final approval for the Forest ridge Ph. 5
Plat (LPF-22-00007 & LP-08-00014), for seventy-seven (77) lots and ten
(10) Open Space tracts on eight (8) parcels, located northeast of the
City of Cle Elum with the most of the lots off Forest Ridge Drive.
SET PUBLIC HEARING SUNCADIA PHASE 2 DIVISION 8 CDS
Approve Setting a Public Hearing to consider the Suncadia Phase 2,
Division 8, 72 detached residential lots (primarily second or vacation
homes) plat with associated roadways, a clubhouse and pool amenity, as
well as an Open Space and Service tracts on approximately 290.3 acres of
land that is zoned Master Planned Resort, to be held on Tuesday January
3, 2023, at 2:00 p.m. in the Commissioners Auditorium, Room 109,
Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA and to
authorize the Clerk to publish said notice.
MYLARS STANAVICH AGRICULTURE PLAT CDS
Approve the Mylars granting final approval of the Stanavich Agriculture
Plat) LPF-22-00008 & SE-21-00022), for an Agriculture Long Plat with
four (4) buildable parcels and one (1) Open Space parcel out of 81 acres
of Agriculture 20 zoned land within the Rural Working land use
designation, located approximately 6 miles north of the City of
Ellensburg, along Smithson Road.
ORDINANCE 2022-017 ANNUAL COMPREHENSIVE PLAN CDS
Approve Ordinance No. 2022-017, Revisions of the Kittitas County Code
and Comprehensive Plan as Part of the 2022 Annual Comprehensive Plan
Amendment Cycle.
REQUEST FOR QUALIFICATIONS UPPER COUNTY SHOP PUBLIC WORKS
Approve a Request for Statement of Qualifications for Agricultural
services overseeing remediation construction at the Upper County Road
Maintenance Shop in Cle Elum, WA to be accepted until January 27, 2023,
at 5:00 p.m. at the Kittitas County Public Works Department 311 North

Ruby Street, Suite 1, Ellensburg, WA and to authorize the Clerk to
publish said notice.
REQUEST TO APPROVE A RESOLUTION TO AWARD THE DISTRESSED COUNTY SALES AND
USE TAX FUNDING FOR 2023 AND DIRECT STAFF TO PREPARE PUBLIC FACILITY
GRANT AGREEMENTS FOR 2023 AWARD RECIPIENTS – ITEM MOVED TO BOARD
DISCUSSION & DECISION
CALL FOR BIDS PETROLEUM & LUBRICANT PRODUCTS PUBLIC WORKS
Approve a Notice of Call for Bids to furnish Petroleum and Lubricant
products for calendar year 2023, to be accepted until January 5, 2023,
at 2:00 p.m. in the Kittitas County Public Works Department, 411 North
Ruby Street, Suite 1, Ellensburg, WA and to authorize the Clerk to
publish said notice.
REQUEST TO APPROVE A RESOLUTION TO DISBAND THE FLOOD CONTROL ZONE
DISTRICT ADVISORY COMMITTEE – ITEM MOVED TO BOARD DISCUSSION & DECISION
AGREEMENT UPPER COUNTY SENIOR CENTER COMMISSIONERS
Approve an Agreement between Kittitas County and the Upper Kittitas
County Senior Center (Puttnam Centennial Center), in the amount of
$19,900.00, to provide public services which will benefit senior
citizens and others in Upper Kittitas County from January 1, 2023,
through December 31, 2023.
AGREEMENT HOPESOURCE – UPPER CO TRANSPORTATION COMMISSIONERS
Approve an Agreement between Kittitas County and Hopesource, in the
amount of $24,000.00, to provide referral and transportation services
for senior citizens in the Upper Kittitas County from January 1, 2023,
through December 31, 2023.
AGREEMENT CITY OF ELLENSBURG COMMISSIONERS
Approve an Agreement between Kittitas County and the City of Ellensburg,
in the amount of $115,000.00, to provide library services to County
residents from January 1, 2023, through December 31, 2023.
AGREEMENT CITY OF KITTITAS COMMISSIONERS
Approve an Agreement between Kittitas County and the City of Kittitas,
in the amount of $9,500.00, to provide library services to County
residents from January 1, 2023, through December 31, 2023.
AGREEMENT CITY OF CLE ELUM COMMISSIONERS
Approve an Agreement between Kittitas County and the City of Cle Elum,

in the amount of $28,000.00, to provide library services to County
residents from January 1, 2023, through December 31, 2023.
AGREEMENT CITY OF ROSLYN COMMISSIONERS
Approve an Agreement between Kittitas County and the City of Roslyn, in
the amount of $20,000.00, to provide library services to County
residents from January 1, 2023, through December 31, 2023.
AGREEMENT ROBERT K. WEIDNER COMMISSIONERS
Approve an Agreement between Robert K. Weidner, on behalf of the
Evergreen Forest County Group, A rural Public Lands County Council
Affiliate and Kittitas County, in the amount of $10,000.00, to serve as
the Washington D.C. government relations advisory to Kittitas County and
other counties of the Evergreen Forest County Group from January 1,
2023, through December 31, 2023.

RESOLUTION 2022-243 CITY OF ELLENSBURG – ILA COMMISSIONERS
Vice-Chairman Wright moved to approve Resolution No. 2022-243,
Authorizing an Amendment to an Interlocal Agreement between Kittitas
County and the City of Ellensburg related to Development Standards
within the Urban Growth Area. Commissioner Wachsmith seconded. Motion
carried 3-0.
AGREEMENT JRP INNOVATIVE SOLUTIONS COMMISSIONERS
Vice-Chairman Wright moved to approve a Professional Services Agreement
between Kittitas County and JRP Innovative Solutions, LLC, in the amount
of $135,000.00 to provide Broadband Action Team Development and
Coordination. Commissioner Wachsmith seconded. Motion carried 3-0.
RESOLUTION DISTRESSED COUNTY SALES & USE TAX FUNDING PUBLIC WORKS
Vice-Chairman Wright moved to remand the recommendations of the
Conference of Governments for the proposed Resolution of Distressed
County Sales & Use Tax Funding Awards back to Staff and for further
discussion with Conference of Governments. Chairman Osiadacz seconded.
Motion carried 2-1 (Commissioner Wachsmith voted in opposition).

RESOLUTION 2022-244 FLOOD CONTROL ZONE DISTRICT PUBLIC WORKS
Vice-Chairman Wright moved to approve Resolution No. 2022-244,
Disbanding of the Flood Control Zone District Advisory Committee.
Commissioner Wachsmith seconded. Motion carried 3-0.
MISCELLANEOUS – NONE
EXECUTIVE SESSION
At 11:35 a.m. Chairman Osiadacz announced the Board would recess into
Executive Session with Dan Carlson, CDS Director, and Jeanne Killgore,
Human Resources Director, for 5 minutes to evaluate the qualifications
of an applicant for public employment or to review the performance of a
public employee. However, subject to RCW 42.30.140(4), discussion by a
governing body of salaries, wages, and other conditions of employment to
be generally applied within the agency shall occur in a meeting open to
the public, and when a governing body elects to take final action
hiring, setting the salary of an individual employee or class of
employees, or discharging or disciplining an employee, that action shall
be taken in a meeting open to the public. No action anticipated.
At 11:40 a.m. the Board reconvened out of Executive Session. No action
was taken.
