Staff Report by:
Brian Carlson
Budget and Finance Director
Topic:
Authorizing Execution of Professional
Services Agreement between Kittitas
County and JRP Innovative Solutions for
Development and Coordination of
County Rural Broadband Initiative
Meeting
BOCC Regular Meeting
Tuesday, December 20, 2022

Summary:
• The attached PSA memorializes continued consulting work for county’s rural broadband initiative.
• This proposed engagement is for $135,000, and extends through Jan 31, 2014.
Background:
• This contract continues the County’s feasibility, coordination, and funding for its rural broadband initiative,
which was originally begun with Petrichor.
• Contractor was a principal with Petrichor, and has since retired from that position.
• Attached contract reflects continuation of this role through end of project.
Analysis:
• Contractor was county’s assigned consultant via Petrichor, and has since retired from that position.
• County believes that continued engagement with contractor, rather than continued relationship with
Petrichor via re-assigned staff, is optimal for the underlying project and programming objectives.
• See “Exhibit A”, beginning on pg. 13 of attachment, for full contract scope and deliverables.
Conclusion / Next Steps:
• Approve PSA; route for full execution
