Ruby St., Suite 2, Ellensburg, WA 98926 <br />CDS@CO.KITTITAS.WA.US <br />Office (509) 962-7506 <br /> <br /> <br />“Building Partnerships – Building Communities” <br /> <br />BOCC PUBLIC HEARING STAFF REPORT <br /> <br />TO: Kittitas County Board of County Commissioners <br /> <br />FROM: Dan Carlson, Community Development Services Director <br /> <br />HEARING DATE December 20, 2022 <br /> <br />SUBJECT: 2023-2028 Six-Year Capital Improvement Program Public Hearing <br /> <br /> <br />Background: This public hearing is being held to review and consider Kittitas County’s Six- <br />Year Capital Improvement Program for the 2023-2028 planning period. <br /> <br />Kittitas County voluntarily opted into the Growth Management Act via RCW <br />36.70A on December 27, 1990. Counties planning under the Growth Management <br />Act are required to create, adopt, and maintain a Comprehensive Plan. The Growth <br />Management Act (GMA) requires that Comprehensive Plans include a capital <br />facilities element (RCW 36.70A.070(3). The capital facilities element must <br />include at least a six-year plan that will finance such capital facilities within <br />projected funding capacities and that clearly identifies sources of public money for <br />such purposes. (RCW 36.70A.070(3)(d)). In August 1996 Kittitas County adopted <br />the County’s first Comprehensive Plan, which included a Capital Facilities Plan. <br />In 2001, Kittitas County amended its Comprehensive Plan to adopt a six-year <br />Capital Improvement Program, to be separate from the annual comprehensive plan <br />amendment process. Kittitas County completed its periodic update to the <br />Comprehensive Plan in June of 2019. Chapter 5 of the Compressive Plan is the <br />Capital Facilities Plan (CFP). <br /> <br />According to section 5.1 of the Comprehensive Plan, the purpose of the CFP is to <br />plan for adequate public facilities within the County’s financial capability. The <br />CFP provides the framework for the county’s planning effort and adopts by <br />reference a six-year list of proposed projects and financing plan called the Kittitas <br />County’s Six-Year Capital Improvement Program (CIP). The CIP is the six-year <br />financing plan required by RCW 36.70A.070(3)(d). Projects proposed in the CIP <br />are public facility improvements needed to shape and maintain Kittitas County <br />quality of life. The public facility improvements identified in the CIP must be <br />consistent with the land use element of the Comprehensive Plan and scheduled to <br />be in place concurrently with development impacts to maintain or exceed adopted <br />standards for levels of service. <br /> <br />Each year, Kittitas County adopts a new six-year Capital Improvement Program to <br />include all capital facility updates anticipated for the next six years. The proposed <br />capital improvements will help to provide adequate public facilities in Kittitas <br />County. Kittitas County public facilities include County-owned buildings, land, <br />parks, and roads. Other public facility plans that are not under Kittitas County
