Cook and Justin Turnbull RECOMMENDATION: Support Public Works (PW) decision affirming corporate city limits for all incorporated cities in the county. BRIEFING SUMMARY: • Recently, PW became aware of a lack of documentation supporting city corporate boundaries for the city of Kittitas. • PW presumes that other cities in the county have conducted annexations and documentation may be lacking or incomplete as it relates to county road files. • PW proposing a survey work program first quarter of 2023 collecting missing records for inclusion in county road files. BACKGROUND: Recent solicitations to the City of Kittitas and City of Cle Elum, from the County Surveyor, suggests missing or incomplete annexation detail resides in county road files. DISCUSSION: The work program will entail solicitation from all cities for recent annexations. Once annexation data is collected from all cities, survey will update impacted road files. PW will also review internal business practices surrounding annexations. If any significant changes are mandated from our business review, we will return to the Board of County Commissioners for discussion prior to implementation. FISCAL IMPACTS: The work program is budgeted within the 2023 PW Administration budget. WORK PROGRAM PROPOSAL DETERMINE CITY ANNEXATION LIMITS INTRODUCTION City limits are defined by their original plats together with any additional areas that have been annexed into the city limits. Unfortunately, these historic annexation documents are not consistent in their means and methods and may exist by city council meeting notes, resolutions, or in the worst case, only by informal agreements without any documents whatsoever. There have been multiple instances where the city limits cannot be determined, or the perceivec limits do not match available documents. MOTIVATION With additional growth comes additional complexities, and both county growth and city growth is leading to more expensive and more complicated infrastructure. Knowing whether things like electrical transformers, 5G antennas, or fiberoptic hubs are in the city or county can assign benefits and responsibilities to the correct jurisdictions. Additionally things like road repair and maintenance, accident reporting, or jurisdiction in criminal events have popped up during the past 7 years. PROJECT PROPOSAL A plan is proposed to research, review, and retrace historic annexation documents and compile them into a survey quality digital archive (AutoCad format). This would show a highly accurate visual representation of jurisdictional limits between county and city properties. If there was a desire, this information could then be shared with the cities, exported for GIS usage, or provided to decision makers. Given that Public Works has invested significant resources over the past 7 years mapping and establishing a highly accurate Monument Control Network, determining these annexation limits can be done without much field work at all. Reviewing all these documents and compiling the data into a geo-referenced format is expected to be about 6-8 weeks of work, stretched over the next few years. In the case of a complete absence of documents, creating agreements to establish these jurisdictional lines may be required. 411 N. It would resolve ambiguities between ownership, and result in correct evaluations in regard to responsibilities and benefits to each of the jurisdictions.
