DECEMBER 8, 2022 <br /> <br />Board members present: Chairman Laura Osiadacz, Vice-Chairman Cory <br />Wright and Commissioner Brett Wachsmith. <br /> <br />Others present: Mandy Buchholz, Office Administrator; Brian Carlson, <br />Budget & Finance Manager; Dan Carlson, CDS Director; Sue <br />Higginbotham, Chief Administrator; Steve Panattoni, Jail <br />Superintendent; Cori McKean, Office Administrator; Sarah Keith, <br />Superior Court Administrator; Katrina Mankus, Juvenile Court <br />Administrator; Darren Higashiyama; Chief Deputy; Sharrie McPherson, <br />Fiscal Analyst; Jeanne Killgore, HR Director; Amy Cziske, Treasurer; <br />Chris Whitsett, Inspector; Andrew Yoder, Fiscal Analyst; Elishia <br />Harvill, Chief Deputy; Mike Hougardy, Assessor; Doug Fessler, IT <br />Director; Stephanie George, Administrative Supervisor. <br /> <br />PUBLIC HEARING 2023 BUDGET AUDITOR <br /> <br />At 10:00 a.m. CHAIRMAN OSIADACZ opened a Public Hearing continued <br />from December 5, 2022, to consider adopting the 2023 Kittitas County <br />Annual Budget. The record was open. <br /> <br />BRIAN CARLSON, BUDGET & FINANCE DIRECTOR reviewed the 2023 <br />Preliminary Budget Worksheets, provided updates from December 5, <br />2022 Budget Hearing and reviewed All Fund Revenues; Expense by <br />Object; Total County Budget by Fund; General Fund Revenues; and <br />General Fund Expenses. <br /> <br />THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE <br />HEARING WAS CLOSED. <br /> <br />RESOLUTION 2022-238 2023 BUDGET AUDITOR <br /> <br />VICE-CHAIRMAN WRIGHT moved to approve Resolution No. 2022-238, <br />Adopting the Budget for the County of Kittitas, Washington, for the <br />Fiscal Year Ending December 31, 2023, placing a moratorium on all <br />new wage adjustments and positions that were un-budgeted for (not <br />including Contractual, COLA’s, and budgeted for) until 3/31/2023. <br />COMMISSIONER WACHSMITH seconded. <br /> <br />The Board expressed concerns about the financial trends, as well as <br />their concern for adopting the Budget out of balance and stated they <br />were hopeful for the new year to see great strides of improvement in <br />the budget process. Motion carried 3-0. <br />
