AGENDA DATE: December 6, 2022
ACTION REQUESTED: Request to Approve a Resolution to select KPG Psomas
and Exeltech Consulting, Inc. for Civil Engineering
Professional Services Contracts supporting Public Works
for up to a Three -Year Period and Authorize the County
Engineer to execute said Contracts.
BACKGROUND: On September 6, 2022, Public Works received approval to
advertise a request for Statement of Qualifications to solicit
for professional services (consistent with state law and
County policy). PW, at times requires Civil Engineering
services support. Submittals were due October 14, 2022,
for Public Works staff review and scoring. After review of
responder information Public Works recommends the
selection of KPG Psomas and Exeltech Consulting, Inc. for
standard professional contract. The contract will be in
place for a two-year base period with a third potential year
if mutually agreed upon.
INTERACTION: Public Works.
RECOMMENDATION: Approve a Resolution to select KPG Psomas and Exeltech
Consulting, Inc. for Civil Engineering Professional
Services Contracts supporting Public Works for up to a
Three -Year Period and Authorize the County Engineer to
execute said Contracts.
HANDLING: Return one original to Public Works.

RESOLUTION NO. 2022 -
SELECTING KPG PSOMAS AND EXELTECH CONSULTING, INC. AS CIVIL
ENGINEERING PUBLIC WORKS ON-CALL TASK ORDER CONSULTANTS FOR UP TO
A THREE-YEAR PERIOD OF SERVICE AND AUTHORIZING THE COUNTY ENGINEER
TO SIGN SAID CONTRACTS
WHEREAS: The Department of Public Works (PW) prepared a solicitation for engineering and
professional services consistent with state law and county code in September 2022;
and
WHEREAS: PW docketed a request to solicit for engineering and professional services on the
Board of County Commission general business agenda on September 6, 2022; and
WHEREAS: The Board of County Commissioners did direct PW proceed with solicitation efforts
and said process concluded with submittals being received on October 14, 2022; and
WHEREAS: Consistent with solicitation advertising an internal review team of PW reviewed and
scored all professional civil engineering services submittals; and
WHEREAS: The consensus of the reviewers selects KPG Psomas and Exeltech Consulting, Inc.
for professional civil engineering services contracts for up to a three-year period
(two-year base with possible third year extension if mutually agreed upon);
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the best
interest of the public, does hereby select KPG Psomas and Exeltech Consulting, Inc. for professional
civil engineering services (acceptable to the Prosecuting Attorney's Office);
BE IT FURTHER RESOLVED the County Engineer is directed to sign said contracts on behalf of
the Board of County Commissioners.
