COMMISSIONERS’ MINUTES KITTITAS COUNTY, WASHINGTON BOCC CONF. ROOM REGULAR MEETING MONDAY 11:00 A.M. SEPTEMBER 26, 2022
Board members present: Chairman Laura Osiadacz; Commissioner Brett
Wachsmith.
Others: Doug Fessler, Interim IT Director; Zane Kinney, Application
Development Manager; Brian Carlson, Budget and Finance Director.
REGULAR MEETING IT STUDY SESSION COMMISSIONERS
At 11:00 a.m. Chairman Osiadacz opened the Information Technology
Study Session. CITIZEN COMMENTS
There were no citizen comments.
DISCUSSION IT PROCUREMENT IT
Mr. Fessler sought clarification on if he, as Interim IT Director,
had the authority to make purchases and what the spending limit
would be. Mr. Carlson recommended that Mr. Fessler make any small
purchases that were necessary and noted that a county-wide financial
overhaul was pending.
DISCUSSION INTERIM EXPECTATIONS IT
Mr. Fessler sought clarification as to the distinction between the
permanent director and interim director roles. The Board advised
that Mr. Fessler was authorized to act with the full authority of a
permanent director, including hiring staff for already-open
positions, so long as his actions did not affect the budget.
UPDATE GENERAL IT
Mr. Fessler provided the Board with an update of the IT Department’s
level of functioning after a sequence of impactful events.
