AGENDA SESSION
REGULAR MEETING
TUESDAY 10:00 A.M. NOVEMBER 1, 2022
Board members present: Vice-Chairman Cory Wright and Commissioner Brett
Wachsmith. Excused: Chairman Laura Osiadacz.

CALL TO ORDER
Vice-Chairman Wright called the meeting to order.
PLEDGE OF ALLEGIENCE
Vice-Chairman Wright led the Pledge of Allegiance.
INTRODUCTION OF NEW COUNTY EMPLOYEES
Julie Kjorsvik, Clerk of the Board, introduced Debbie Stanavich, as
their new part time Administrative Assistant.
PROCLAMATION FLOOD AWARENESS MONTH PUBLIC WORKS
Commissioner Wachsmith moved to approve a Proclamation declaring
November 2022 as Flood Awareness Month. Vice-Chairman Wright seconded.
Motion carried 2-0.

APPROVAL OF AGENDA
Commissioner Wachsmith moved to approve the Agenda, as presented. Vice-
Chairman Wright seconded. Motion carried 2-0.
CONSENT AGENDA
At the conclusion of reviewing each item Commissioner Wachsmith moved to
approve the Consent Agenda, as presented. Vice-Chairman Wright

SET PUBLIC HEARING COMPOST PROCUREMENT SOLID WASTE
Approve Setting a Public Hearing to consider the proposed Compost
Procurement Ordinance, to be held on Tuesday December 6, 2022, at 2:00
p.m. in the Commissioners Auditorium, Room 109, Kittitas County
Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk
to publish said notice.
CONTRACT i-ACT & EET PROGRAM JUVENILE
Approve Amendment No. 01 to Contract Number 2163-24529 between the State
of Washington Department of Children, Youth & Families and Kittitas
County, in the amount of $33,261.00, from September 1, 2022, through
June 30, 2023.
FUNDING LOCAL ASSISTANCE & TRIBAL CONSISTENCY FUND AUDITOR
Approve the U.S. Department of the Treasury Local Assistance and Tribal
Consistency Fund, in the total amount of $2,447,579.08, as part of the
American Rescue Plan Act Number 117-2 (March 11, 2021).

SET PUBLIC HEARING TAX LEVY RATES AUDITOR
Approve Setting a Public Hearing to consider possible tax increases for
the tax levy rates and amount of taxes levied in 2022 to be collected in
2023 for the General Fund, County Road and the Flood Control District,
to be held on Thursday December 1, 2022, at 1:30 p.m. in the
Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West
5th Avenue Ellensburg, WA and to authorize the Clerk to publish said
notice.
SET PUBLIC HEARING 2023 BUDGET AUDITOR
Approve Setting a Public Hearing to consider Adopting the 2023 Proposed
County Budget, to be held on December 5, 2022, at 1:30 p.m. in the
Commissioners Auditorium, Room 109, Kittitas County Courthouse 205 West
5th Avenue Ellensburg, WA and to authorize the Clerk to publish said
notice.
RESOLUTION 2022-200 CDBG PUBLIC SERVICES GRANT AUDITOR
Approve Resolution No. 2022-200, Authorizing an Interagency Agreement
with the Washington State Department of Commerce for the Community
Development Block Grant (CDBG) Program - Public Services Grant from July
1, 2022, through June 30, 2023.
RESOLUTION 2022-201 LAW & JUSTICE GRANTS SHERIFF
Approve Resolution No. 2022-201, Awarding Funding for Grants Pursuant to
Law & Justice Council Recommendations on Spending of 1/10th of 1% Sales
Tax Reserves, in the total amount of $34,500.00, beginning January 1,
2023.
SET PUBLIC HEARING SURPLUS COUNTY PROPERTY SHERIFF
Approve Setting a Public Hearing to consider Surplus County Property, to
be held on Tuesday December 6, 2022, at 2:00 p.m. in the Commissioners
Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue
Ellensburg, WA and to authorize the Clerk to publish said notice.
AGREEMENT WA STATE PARKS & RECREATION COMMITTEE SHERIFF
Acknowledge Agreement No. MLE 123-343, between the Washington State
Parks & Recreation Commission acting by and through its Marine Law
Enforcement Program and the Kittitas County Sheriff’s Office, in the
amount of $92,169.81, for the replacement of a marine law enforcement
patrol vessel, to be completed on or before October 15, 2024.

RESOLUTION 2022-202 REGION 7 EMERGENCY MANAGEMENT COUNCIL SHERIFF
Approve Resolution No. 2022-202, Authorizing an Interlocal Agreement
between Member of the Washington State Region 7 Emergency Management
Council, through December 31, 2027.
ADDENDUM STATE PLAN OF OPERATION SHERIFF
Acknowledge an Addendum to the Law Enforcement Support Office (LESO)
State Plan of Operation between the State of Washington and the Kittitas
County Sheriff’s Office.
SET PUBLIC HEARING 2022 ANNUAL DOCKET AMENDMENTS CDS
Approve Setting a Public Hearing to consider the 2022 Annual Docket
Amendments to the Kittitas County Comprehensive Plan and County Code to
be held on Tuesday November 29, 2022, at 6:00 p.m. in the Commissioners
Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue
Ellensburg, WA, and to authorize the Clerk to publish said notice.
REQUEST FOR QUALIFICATIONS LONG RANGE PLANNING CDS
Approve a Request for a Statement of Qualifications for Environmental
Planning, Long Range Planning, Current Planning and Washington State
Growth Management Compliance Support, to be accepted until Friday
December 2, 2022, at 5:00 p.m. at 411 N. Ruby Street, Suite 2,
Ellensburg, WA and to authorize the Clerk to publish said notice.
RESOLUTION 2022-203 2023 SNOW & ICE CONTROL PRODUCTS PUBLIC WORKS
Approve Resolution No. 2022-023, to Award a Bid to Furnish Snow & Ice
Control Products for 2023 and to Authorize the Public Works Director to
Sign Contract Documents.
SET PUBLIC HEARING 2022 ADA TRANSITION PLAN PUBLIC WORKS
Approve Setting a Public Hearing to consider the Adoption of the 2022
American with Disabilities Act (ADA) Transition Plan, to be held on
Tuesday December 6, 2022, at 2:00 p.m. in the Commissioners Auditorium,
Room 109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA
and to authorize the Clerk to publish said notice.
