Activities conducted using EMPG-ARPA funding should relate directly to the five elements of emergency management: prevention, protection, response, recovery, and mitigation. Washington State does not require a specific number of activities to receive EMPG-ARPA funding. However, there are required capabilities that must be sustained in order to remain eligible for EMPG-ARPA funding, including but not limited to the ability to communicate and warn, educate the public, plan, train, exercise, and be NIMS compliant. The Work Plan delineates the Emergency Management Organization's emergency management program planning and priority focus for this grant cycle (to include EMPG grant and local funds). 2 4.5 lncident Management Primary Core Capability Environmental Response/Health and Safety Secondary Core Capability Mass Search and Rescue Operations Build or Sustain Building WORK PLANNED TDENT|FtED GAP/NEED ANTICIPATED PROJECT IMPACT fis!.€ha*€ S*s.a{a+?s#eri*}Vshi€ie W @ @ e{*eie*+qe$e#ee+ivs-.pa*p-e*. A UTV cannot legally be driven from the office to a crisis site and the county does not currently have a trailer to haul the UTV to response sites. The county will be able to use the trailerto haul/deploythe UTV to crisis sites, allowing for quicker response. (06cP-01-PORT) County EM will work with Region 7 RACES to update equipment. The AAR from Cascadia realized the need for RACES teams to be able to send "packet" information. Regional Exercises have confirmed the need to upgrade ancient equipment so the county can send "packet" information via the radio to ask for logistic support and to provide SitRep information. Lengthy operations have also created a gap in the need for radio batteries and for the need to upgrade communications equipment in the older command posts/vehicles. Strengthen com munication capabilities in the command posts and to support an extended event/disaster. AAR for COVID Response and AAR for Cow Canyon Fire have concluded the need for continuity training in Emergency Management employees and volunteers. This training would include lncident Management Team specific training and classes and conferences such as Washington State Emergency Management Association conference. EM Program will continue to be prepared for appropriate response and recovery to include: incident stabilization and recovery with trained personnel having up-to-date and increased knowledge, skills, and abilities.
