Staff Report by: <br />Brian Carlson <br />Budget and Finance Director <br />Topic: <br />ARPA Grant Award Contract – <br />Community Builders aka Teen Shop <br /> <br />BOCC Regular Meeting <br />November 17, 2022 <br /> <br />Summary: <br />• The attached contract memorializes the award of ARPA funds to Community Builders, aka The Shop Teen <br />Center <br />• The award is $75K, paid in three annual $25K installments beginning in 2022 <br />Background: <br />• BOCC considered requests for appropriation of ARPA funds in 2021, which resulted in funding for $2.3MM of <br />requested programs and other purchases. <br />• The US Treasury made an allowance to direct recipients of ARPA funds to categorize up to $10MM of the <br />award as “lost revenue”, thereby minimizing restrictions on appropriations and spending. <br />• BOCC directed staff to solicit a second round of appropriations requests, including those recommended by <br />BOCC itself, for consideration in the 2023 Budget. <br />• The attached contract reflects the unanimous approval of BOCC for a subrecipient award beginning in 2022 <br />and extending to 2024. <br />• The 2022 portion will be reflected in an amendment to the 2022 budget prior to year-end. <br />Analysis: <br />• This contract has been drafted by the Prosecutor’s Office, and contains language, including insurance <br />requirements, to minimize County liability arising from its role as a funding partner. <br />• Finance staff has obtained evidence of property/casualty insurance meeting or exceeding limits specified in <br />the award contract. <br />Conclusion / Next Steps: <br />• Finance staff will obtain an additional-insured certificate for the County prior to remitting funds in 2022. <br />• Finance staff will administer remaining annual payments following verification of contract requirements. <br />
