AGENDA SESSION DATE: November 17, 2022
ACTION REQUESTED: Request to Approve the Resolutions to select KPG
Psomas, DCI Engineering and GeoEngineers for
supporting design of the replacements of Bridge
#80181 Cooke Canyon Road over Hiline Canal and
Bridge #88212 Faust Road over Town Ditch and
authorize the County Engineer to negotiate and
execute a Local Agency A & E Professional
Services Agreement for the same, CRP 315-22 and
316-22.
BACKGROUND: On September 20, 2022, the Kittitas County Board
of County Commissioners authorized advertisement
of a request for qualifications supporting Civil and
Structural Design and/or Review Services for the
Replacement of Bridge No. 80181 Cooke Canyon
Road at Milepost 0.24 and for the Replacement of
Bridge No. 88212 Faust Road at Milepost 0.59.
Five (5) submittals were received by the closing
date of October 13, 2022. The submittals were
scored by Public Works staff, and the selected
submittals include KPG Psomas for Civil
Engineering, DCI Engineering for Structural
Engineering, and GeoEngineers for Geotechnical
Engineering. After formal selection the County
Engineer will be authorized to negotiate and
execute a Local Agency A & E Professional
Services Agreement with each firm for each project.
The design and engineering phase of these projects
will be completed with a blend of consultant
services along with Public Works staff. The
Engineering Phase is funded 100% through the
WSDOT Local Bridge Program. The goal is to have
the Engineering completed and the projects ready
for construction during the Winter of 2023-2024.
INTERACTION: Public Works.
RECOMMENDATION: Approve the Resolutions to select KPG Psomas,
DCI Engineering and GeoEngineers for supporting
design of the replacement of Bridge #80181 Cooke
Canyon Road over Hiline Canal and Bridge #88212
Faust Road over Town Ditch and authorize the
County Engineer to negotiate and execute a Local
Agency A & E Professional Services Agreement for
the same, CRP 315-22 and 316-22.

WHEREAS: Kittitas County Public Works advertised a Request for Statement of
Qualifications Supporting Civil and Structural Design and/or Review Services
for the Replacement of Bridge No. 80181 Cooke Canyon Road at Milepost 0.24
and for the Replacement of Bridge No. 88212 Faust Road at Milepost 0.59.; and
WHEREAS: Submittals were due by October 13,2022; and
WHEREAS: There were five (5) firms that submitted their qualifications for review; and
WHEREAS: Public Works reviewed the submittals and recommends KPG Psomas to be the
selected Civil Engineering firm; and
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the best
interest of the public, does hereby select KPG Psomas for supporting design of
the replacement of Bridge #80181 Cooke Canyon Road over Hiline Canal and
Bridge #88212 Faust Road over Town Ditch, and authorize the County Engineer
to negotiate and execute a Local Agency A & E Professional Services Agreement
for the same, CRP 315-22 and 316-22.

Agency A & E Professional Services Agreement for the same, CRP 315-22 and
316-22.
