Contract/Grant Summary: The LESO Program State Plan of Operation sets forth terms and conditions
with respect to excess Department of Defense personal property transferred pursuant to 10 USC Section
2576a to promote the efficient and expeditious transfer of property and to ensure accountability of the
same. The SPO Addendum implements requirements found within Presidential Executive Order (EO)
14074 (Section 12), signed on May 25, 2022. It adds specific items to their "controlled" property
definitions. For our agency, this most notably affects the terms under which our MRAP (Mine -Resistant
Ambush Protected) vehicle can be used.
