AGENDA SESSION
REGULAR MEETING
TUESDAY 10:00 A.M. OCTOBER 18, 2022
Board members present: Chairman Laura Osiadacz; Vice-Chairman Cory
Wright and Commissioner Brett Wachsmith.

CALL TO ORDER
Chairman Osiadacz called the meeting to order.

APPROVAL OF AGENDA
Vice-Chairman Wright moved to approve the Agenda, as presented.
Commissioner Wachsmith seconded. Motion carried 3-0.
CONSENT AGENDA
At the conclusion of reviewing each item Vice-Chairman Wright moved to
approve the Consent Agenda, as presented. Commissioner Wachsmith
seconded. Motion carried 3-0.

SET PUBLIC HEARING SUPERIOR COURT FILINGS SUPERIOR COURT
Approve Setting a Public Hearing to consider adopting fees for certain
Superior Court filings and adding a new chapter to Title 4 of the
Kittitas County Code, to be held on Tuesday November 1, 2022, at 2:00
p.m. in the Commissioners Auditorium, Room 109, Kittitas County
Courthouse 205 West 5th Avenue, Ellensburg, WA and to authorize the Clerk
to publish said notice.
SET PUBLIC HEARING TITLE 9 PUBLIC CAMPING COMMISSIONERS
Approve Setting a Public Hearing to consider adopting a new Chapter of
Kittitas County Code Title 9, regarding regulating public camping, to be
held on Tuesday November 1, 2022, at 2:00 p.m. in the Commissioners
Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue,
Ellensburg, WA and to authorize the Clerk to publish said notice.
RESOLUTION 2022-195 WA STATE DEPARTMENT OF HEALTH PUBLIC HEALTH
Approve Resolution No. 2022-195, Authorizing an Interlocal Agreement
Amendment 1, GVL26649, between the Kittitas County Public Health
Department and the Washington State Department of Health, in an amount
not to exceed $300,000.00, for COVID-19 and advance health equity for
Kittitas County, from March 15, 2021, through December 31, 2023.

RESOLUTION 2022-196 2021 FEMA CRS PUBLIC WORKS
Approve Resolution No. 2022-196, Ratifying the Chair’s Signature on the
Federal Emergency Management Agency Annual Community Rating System
Report Documents for 2021.
SET PUBLIC HEARING VACATION WHITE ROAD RIGHT-OF-WAY PUBLIC WORKS
Approve Setting a Public Hearing to consider a Road Vacation request of
a portion of White Road Public Right-of-Way, to be held at 2:00 p.m. on
November 1, 2022, in the Commissioners Auditorium, Room 109, Kittitas
County Courthouse 205 West 5th Avenue, Ellensburg, WA and to authorize
the Clerk to publish said notice.

BOARD DISCUSSION/DECISION ITEMS
PURCHASE LENCO BEARCAT SHERIFF
Vice-Chairman Wright moved to proceed with the purchase of a Lenco
BearCat and to make a decision on the funding source at a future date.
Commissioner Wachsmith seconded. Motion carried 3-0.
MISCELLANEOUS – NONE
EXECUTIVE SESSION
At 10:16 a.m. Chairman Osiadacz announced the Board would recess into
Executive Session with Mark Cook, Public Works Director, for 10 minutes
until 10:26 a.m. to consider the selection of a site or the acquisition
of real estate by lease or purchase when public knowledge regarding such
consideration would cause a likelihood of increased price. Action was
anticipated.
At 10:26 a.m. the Board reconvened out of Executive Session. Direction
was given to Staff to enter into negotiations with the Thorp Mill Board
members and the Kittitas County Chamber of Commerce. Richard Mack, Thorp
Mill Board of Directors, provided information on the recent negotiations
with the State Parks and historical information about the mill.
At 10:36 a.m. Chairman Osiadacz announced the Board would recess into
Executive Session with Patti Stacey, Solid Waste Director/Interim
Maintenance Director/Project Manager, for 10 minutes until 10:48 a.m. to
consider the selection of a site or the acquisition of real estate by

lease or purchase when public knowledge regarding such consideration
would cause a likelihood of increased price. Action was anticipated.
At 10:46 a.m. the Board reconvened out of Executive Session. Staff was
directed to continue negotiations on where to house the Prosecutor’s
Staff.
Jeanne Killgore, Human Resource Director, arrived at the Agenda Session.
At 10:48 a.m. Chairman Osiadacz announced the Board would recess back
into Executive Session with Jeanne Killgore, Human Resources Director,
for 5 minutes until 10:53 a.m. to evaluate the qualifications of an
applicant for public employment or to review the performance of a public
employee. However, subject to RCW 42.30.140(4), discussion by a
governing body of salaries, wages, and other conditions of employment to
be generally applied within the agency shall occur in a meeting open to
the public, and when a governing body elects to take final action
hiring, setting the salary of an individual employee or class of
employees, or discharging or disciplining an employee, that action shall
be taken in a meeting open to the public. No action anticipated.
At 10:53 a.m. the Board reconvened out of Executive Session. No action
was taken.
At 10:53 a.m. Chairman Osiadacz announced the Board would recess back
into Executive Session with Jeanne Killgore, Human Resources Director,
for 5 minutes until 10:58 a.m. to evaluate the qualifications of an

Osiadacz announced the Board would hold another Executive Session at the
conclusion of the Public Hearings that are scheduled for 2:00 p.m.

The meeting was concluded at 10:59 a.m.
