Staff Report by: Brian Carlson, Budget and Finance Director BOCC Regular Meeting <br />Topic: Local Assistance and Tribal Consistency Fund November 1, 2022 <br /> Approval of $2.4MM Award <br />Page 1 of 1 <br /> <br />Summary: <br />• The Treasury Dept recently announced a $2.4MM award to Kittitas County <br />• Award is paid in two equal “tranches” of $1.2MM, spanning two County budget-years <br />Background & Analysis: <br />• This award is part of the American Rescue Plan Act (“ARPA”) <br />• Payment is based on PILT criteria, i.e. based on Fed Lands within the entity’s jurisdiction <br />• Finance staff is administering the application process <br />• Attached Doc memorializes agreement between County & Fed/Treasury <br />• Award is essentially “general revenue” and has no corresponding conditions or deadlines for appropriation <br />and expenditure <br />Conclusion / Next Steps: <br />• Finance staff will finish application once attached doc is signed and submitted <br />• Finance staff will coordinate w/Treasurer’s Office for timing of cash receipt <br />• Finance Director will reflect revenues in year-end 2022 Budget revision and in 2023 budget <br />• Unappropriated funds will be embedded in ARPA Fund balance, along with $9.3MM of previously-awarded <br />“ARPA” funds
