ACTION REQUESTED: Request to approve a Resolution to authorize the Chair's
Signature on Amendment No. 6 to Watershed Science and
Engineering Task Order No. 8 Whiskey and Mercer Creek
LOMR Support
BACKGROUND: Public Works currently has a Task Order with Watershed
Science and Engineering for Letter of Map Revision
(LOMR) support for Whiskey and Mercer Creeks.
Recently, the Department of Natural Resources released
2019 LiDAR covering the study area, and Public Works
recommends that Watershed Science and Engineering
update the Whiskey -Mercer analysis to reflect this updated
LiDAR. Additionally, the Federal Emergency Management
Agency had directed Kittitas County to extend the model
downstream to the confluence of Mercer Creek with
Wilson Creek, which necessitates including the City of
Ellensburg in the model. Amendment No. 6 adds
approximately $15,000 to the Task Order supporting this
request by Public Works. The original task order was for
$40,000 and the new amount is $55,000.
INTERACTION: Public Works.
RECOMMENDATION: Approve the Resolution to authorize the Chair's signature
on Amendment No. 6 to Watershed Science and
Engineering Task Order No. 8 Whiskey and Mercer Creek
LOMR Support

AUTHORIZING THE CHAIR'S SIGNATURE ON AMENDMENT NO.6 TO WATERSHED
SCIENCE AND ENGINEERING TASK ORDER NO. 8 FOR WHISKEY AND MERCER CREEK
LOMR SUPPORT
WHEREAS: Public Works has a Task Order contract with Watershed Science and Engineering for
hydraulic model and mapping support for Whiskey and Mercer Creek; and
WHEREAS: The Department of Natural Resources recently made the 2019 LiDAR topographic
dataset available to Kittitas County for the Whiskey and Mercer Creek study area; and
WHEREAS: Updating the Whiskey and Mercer Creek 2 -Dimensional Hydraulic model with the new
2019 LiDAR topographic dataset will enable our Letter of Map Revision (LOMR)
request to the Federal Emergency Management Agency (FEMA) to be based on the best
available information; and
WHEREAS: Kittitas County previously submitted the Whiskey and Mercer Creek 2 -Dimensional
Hydraulic model to FEMA and was directed to revise the model so that it extends
downstream to the confluence of Mercer Creek with Wilson Creek; and
WHEREAS: The additional $15,000 needed to incorporate updated LiDAR from 2019 and extend the
model downstream as directed by FEMA requires Board of County Commission
authorization,
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the best interest
of the public, does hereby authorize the Chairman's signature on Watershed Science and Engineering
Amendment No. 6 to Task Order No. 8 increasing the amount of the Task Order from $40,000 to
$55,000.

The general provisions and clauses of Local Agency Agreement Number KCPW2017-
19HYD2 shall be in full force and effect for this Task Order.
Location of Project: Kittitas County
Project Title: Whiskey and Mercer Creek LOMR Support
Amendment Summary: This sixth amendment to Task Order No. 8 changes the Scope of Work
and increases the budget.
Description of Work added to Scope of Work: The current Whiskey -Mercer LOMB hydraulic
model and mapping uses 2011 LiDAR topography. The DNR recently released 2019 LiDAR
covering the study area, and the County has requested that WSE update the Whiskey -Mercer
analysis to reflect the updated LiDAR. Results will be used to support floodplain mapping for
the Whiskey and Mercer Creek LOMR covering Kittitas County. Additionally, FEMA has
directed Kittitas County to extend the model downstream to the confluence of Mercer Creek with
Wilson Creek, which necessitates including the City of Ellensburg in the model.
Cost Estimate: $15,000 is added to the Maximum Amount Payable, increasing the current
maximum amount payable from $40,000 to $55,000.
