COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
BOCC CONF. ROOM
REGULAR MEETING
MONDAY 9:00 A.M. SEPTEMBER 19, 2022
Board members present: Chairman Laura Osiadacz; Vice-Chairman Cory
Wright; Commissioner Brett Wachsmith.
Others: Mandy Buchholz, Office Administrator; Julie Kjorsvik, Clerk
of the Board; Emily Smith, Administrative Assistant.
REGULAR MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:00 a.m. Chairman Osiadacz opened the Office Administration
meeting.
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendar.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved and signed County
Employee Personnel Action Forms and Vouchers.
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS
The Board of County Commissioners reviewed the weekly Correspondence
Log, a listing of all incoming mail and correspondence for the week
ending September 16, 2022.
APPOINTMENT COUNTY ADMIN. COMMITTEE COMMISSIONERS
Commissioner Wright moved to approve the following appointments to
the County Administrator/Executive Committee Per Resolution 2022-
173: Brian Carlson, County Budget & Finance Director; Phil Backlund,
Member at Large; Heidi Behrends Cerniwey, Citizen Rep Dist. #3;
Citizen Rep. Dist. #1 Roberta Soltz; Citizen Rep Dist. #2 Gary
Berndt; Elected Officials (2) Assessor Mike Hougardy; Prosecutor
Greg Zempel; Department Heads (2) Director Mark Cook; and Director
Chelsey Loeffers. Commissioner Wachsmith seconded. The Board
selected Commissioner Cory Wright to be a non-voting member on the
Committee. Motion carried 3-0.
LETTER SHERIFF MYERS/FIRE CHIEFS COMMISSIONERS
N/A. To be discussed and considered on Tuesday September 20, 2022,
at the Regular Agenda Session at 10:00 a.m.

LETTER CITY OF CLE ELUM COMMISSIONERS
Director Cook presented & reviewed a letter for discussion and
consideration for the Board to approve & sign. Commissioner
Wachsmith moved to approve a Letter to the City of Cle Elum
regarding Comprehensive Plan Updates as presented. Chairman Osiadacz
seconded. Motion carried 3-0.
DISCUSSION RECREATION PLANNING COMMISSIONERS
Director Cook inquired with the Board, on getting them back involved
with the ECRP – Rec Forum. He said its at a point where there needs
to be a bigger player at the table than his Staff. The Board agreed
Chairman Osiadacz would begin attending the meetings again.
DISCUSSION FACEBOOK WEEKLY POSTS COMMISSIONERS
The Board determined that for the week of September 19, 2022, they
would share the Press Release for the County vacancies on the
Boards, Committees and Commissions; HR Job Openings and information
on the Treasurer’s Office tax collection site and hours for the
Upper County.
UPDATE BOCC/ DEPARTMENT HEAD REPORTS COMMISSIONERS
Each Commissioner was assigned three different Department Heads to
meet with on a weekly basis for the year. The assignments for 2022
were determined at the Board of County Commissioners Office Admin
meeting earlier on and they will continue to provide updates at
future meetings.
Each Commissioner reviewed discussions held with their respective
departments and exchanged details of those meetings.
OTHER BUSINESS/GENERAL UPDATES
There were general updates on meetings & conversations that the
Board participated in, individually over the past week.
Director Cook presented a MFA Work Order Authorization between Maul
Foster & Alongi, Inc., and Kittitas County. He said he was looking
for verbal approval from the Board for him to sign. He stated that
it is for $ 3,000.00 and has not been approved by legal however, he
reviewed it and it’s very simple and nothing worrisome in it. The
Board authorized him to sign.
