2022 AGENDASTAFF REPORT
AGENDA DATE:September 20,2022
ACTION REQUESTED:Conduct a Public Hearing to consider the vacation of public
right-of-way of a portion of Strande Road from mile post
2.66 to end of County Road.
BACKGROUND:Strande Road extends south from Barnes Road (mile post
0.0)to the end of the road at mile post 3.61 at private
property.For years,this roadway has been used by county
residents to access surrounding areas for recreation.
Previous ownership appears to have tolerated this use on
their property.Recently the property changed ownership
and the new ownership has indicated a desire to farm their
property at the end of the road.
This segment of Strande Road proposed for vacation is
designated as primitive status.Primitive roads are county
roads without the requirement to be maintained.
Public Works,DNR and the property owner have met to
discuss an easement to allow continued access for the
property owner.Not all necessary easements have been
signed and recorded,though property owners and DNR are
in agreement with the requirements.
Public Works has performed minor work on the roadway in
the past supporting use for recreational access.With the
removal of the recreational access the benefit of the
roadway to the broader community no longer is met.Public
Works proposes to vacate the roadway.
The required Engineer's report for vacation was presented
at the Public Hearing held on May 3,2022,at 2:00 p.m.
The hearing was continued to June 7,2022,July 5,2022,
August 2,2022,and September 20,2022,to allow for the
completion of necessary easements.The record was left
open.
INTERACTION:Public Works.
RECOMMENDATION:Conduct public hearing to September 20,2022,at 2:00 p.m.

VACATING A PORTIONOF STRANDE ROAD
WHEREAS:Washington State contemplates the need for County's to vacate roads and rights of way at
Revised Code of Washington (RCW)Chapter 36.87;and
WHEREAS:Kittitas County Code (KCC)mirrors the requirements for road and right-of-way vacation
at KCC 12.22.040;and
WHEREAS:The Department of Public Works received a request to vacate portion of Strande Road
rights-of-way;and
WHEREAS:Public Works has completed the required vacation report (RCW 36.87.040)and KCC
12.22.040;and
WHEREAS:The Kittitas County Board of County Commissioners did hold the required public hearing
considering the right-of-way vacation request on May 3,2022,and continued September
20,2022;and
WHEREAS:Affected property owners and Washington State Department of Natural Resources are
developing the necessary easements to maintain access to private property and easements
have not yet been recorded.
NOW,THEREFORE BE IT RESOLVED that the Board of County Commissioners,in the best interest
of the public,does hereby authorize the vacation of Strande Road from mile post 2.66 to the end of the
County Road and directs the County Engineer to update (as pertinent)the County Road Log and other
documents associated with the road vacation;and
BE IT FURTHER RESOLVED that vacation of Strande Road from mile post 2.66 to the end of the
County Road be made effective upon recording of required easements and documentation of such
provided to County Department of Public Works.
